Domestic wood and coal burning are the single largest contributors to our harmful particulate matter (PM) emissions. These sources accounted for 38% of total PM2.5 emissions in 2015 and are forecast to account for 41% by 2020.

The draft Clean Air Strategy, which we consulted on earlier this year, included plans to introduce legislation in England to phase out the most polluting domestic fuels. It also included plans to ensure that European Ecodesign standards for stoves will continue to be met, ensuring that only the cleanest stoves will be available to buy and install; and proposals for further powers for local Government in areas with an air pollution problem.

The final strategy setting out our aims will be published in early 2019.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4098", "label" : {"_value" : "Biography information for Dr Thérèse Coffey"} } , "answeringMemberConstituency" : {"_value" : "Suffolk Coastal"} , "answeringMemberPrinted" : {"_value" : "Dr Thérèse Coffey"} , "dateOfAnswer" : {"_value" : "2018-12-27", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-12-27T14:39:17.387Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "13"} , "answeringDeptShortName" : {"_value" : "Environment, Food and Rural Affairs"} , "answeringDeptSortName" : {"_value" : "Environment, Food and Rural Affairs"} , "date" : {"_value" : "2018-12-17", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Wood-burning Stoves: Air Pollution"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Environment, Food and Rural Affairs, what steps he is taking to reduce pollution caused by wood-burning stoves.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4131", "label" : {"_value" : "Biography information for Jim Shannon"} } , "tablingMemberConstituency" : {"_value" : "Strangford"} , "tablingMemberPrinted" : [{"_value" : "Jim Shannon"} ], "uin" : "202820"} , {"_about" : "http://data.parliament.uk/resources/1027337", "AnsweringBody" : [{"_value" : "Department for Environment, Food and Rural Affairs"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1027337/answer", "answerText" : {"_value" : "
Between December 2013 and 18 December 2018, 70 suspected packaging freeriders were reported to the Environment Agency by approved packaging compliance schemes.

All reported freeriders have initially been assessed to establish a risk profile.

64 of the 70 reported freeriders have been subject to further investigation. Of the remaining 6, 2 were found to already be registered and the remaining 4 were considered a low risk.

Policies to tackle fly-tipping are devolved.

No discussions have been held with Police Scotland.

In England, the Government is committed to tackling fly-tipping in rural and urban areas. We are working closely with the Home Office on a range of issues in relation to rural crime, including waste crime and fly-tipping. Local authorities and the Environment Agency have a wide range of enforcement powers to tackle fly-tipping and we have recently strengthened these. In 2016 we gave local authorities the power to issue fixed penalty notices for small scale fly-tipping and enhanced local authorities’ and the Environment Agency’s ability to search and seize the vehicles of suspected fly-tippers.
