The Department\u2019s 2020 Cost of Electricity Generation Report[1] presents forecasts from 2025 to 2040. In response to point (c), the capital costs assumed in the report are £1.95million per megawatt capacity, in 2018 prices, for a UK offshore wind farm commissioning in 2025. The above can also be taken as the Department\u2019s assumption for (b), wind farms that are due to be commissioned in the next five years.<\/p>

There is inherent uncertainty in any cost estimate for the thirty-year transition to net zero, but it is clear the cost of inaction is much higher than the cost of action on climate change. The Stern Review estimated the impacts of unmitigated climate change at equivalent to 5-20% of global GDP.<\/p>

The Government recognises that the £20 Universal Credit uplift has provided a vital safety net for six million people during the pandemic. We announced the temporary uplift as part of a COVID support package worth a total of £407billion in 2020-21 and 2021-22. Heat pumps are a cost-effective way of decarbonising heat and can be widely used in existing homes and buildings, including those not connected to the gas grid.<\/p>

The Clean Heat Grant will provide upfront capital grants to support the installation of both air source and ground source heat pumps, in domestic and small non-domestic properties. The Government committed to phasing out the installation of fossil fuels in homes and buildings off the gas grid this decade. Alongside the publication of the Heat and Building Strategy, we are planning to consult on new regulations to meet this commitment.<\/p>

Cambo is not a new oilfield, it was licensed in 2001. The development proposal from Cambo is being scrutinised in line with robust regulatory procedures and no decision has yet been taken.<\/p>

<\/p>

Oil and natural gas are still required for heating, cooking and transport, and are vital to the production of many everyday essentials like medicines, plastics, cosmetics and household appliances. While we are working hard to drive down demand for fossil fuels, there will continue to be ongoing demand for oil and gas over the coming years, as recognised by the independent Climate Change Committee, with the UK as net importers of both oil and gas.<\/p>

<\/p>

Looking forward, the Government will introduce a climate compatibility checkpoint which will be used to assess whether any future licensing rounds remain in keeping with our climate goals. Cambo is not a new oilfield, it was licensed in 2001. The development proposal from Cambo is being scrutinised in line with robust regulatory procedures and no decision has yet been taken.<\/p>

<\/p>

Oil and natural gas are still required for heating, cooking and transport, and are vital to the production of many everyday essentials like medicines, plastics, cosmetics and household appliances. While we are working hard to drive down demand for fossil fuels, there will continue to be ongoing demand for oil and gas over the coming years, as recognised by the independent Climate Change Committee, with the UK as net importers of both oil and gas.<\/p>

Looking forward, the Government will introduce a climate compatibility checkpoint which will be used to assess whether any future licensing rounds remain in keeping with our climate goals.
