The Government has put in place an unprecedented package of support for renters during the pandemic. As national restrictions continue to ease, it is appropriate that these emergency measures also lift but we are doing so gradually.<\/p>

The pause on bailiff enforcement has ended; however, measures to protect renters and prevent homelessness are still in place.<\/p>

The provision of accommodation for asylum seekers is provided under the COMPASS contracts. It is the responsibility of all of the suppliers to ensure that all accommodation used meets the required contractual standard and complies with the Decent Homes Standards. The accommodation should be safe, habitable and fit for purpose. The COMPASS providers are required to inspect properties each month and UKVI's contract compliance teams reinforce this by visiting properties regularly.<\/p>

The Home Office expects the highest standards and where a contractor is found to be falling short of these standards we work with them to ensure that issues are quickly addressed.<\/p>

In January 2014 the Home Office announced proposals to trial specialist,
independent advocates for trafficked children which is due to begin this
summer. This trial forms part of the Government's work to eradicate modern day
slavery and as such there are no plans for this trial to be extended to
unaccompanied children.

The Child Trafficking Advocate will be fully independent from the local
authority, but will need to work with the existing structures around the Child
Trafficking Victim, such as children's services, education, criminal justice
system and immigration system.

The advocate role is intended to deliver the best outcomes for children. The
advocate's role will include the following activities but this is not an
exhaustive list and we expect the advocate to respond to the specific needs of
the child.

\u2022 being a consistent point of contact for the Child Trafficking Victim;
\u2022 assisting the local authority to assess the needs of the Child Trafficking
Victim as a victim of trafficking, thereby promoting the safety and wellbeing
of the Child Trafficking Victim (in particular in light of the risk of
re-trafficking);
\u2022 making recommendations for referrals to other services (e.g. mental health
services) to ensure the Child Trafficking Victim receives educational, medical,
practical and legal support they need and deserve;
\u2022 accompanying the Child Trafficking Victim to certain meetings - e.g. with an
immigration lawyer;
\u2022 supporting the Child Trafficking Victim in any age assessment process;
\u2022 supporting the Child Trafficking Victim in overcoming language and cultural
barriers;
\u2022 supporting witnesses through the criminal justice system;
\u2022 supporting looked after children and children in need through the care
system, in particular in safety planning, age assessment and future planning;
\u2022 assisting the local authority to plan for the Child Trafficking Victim's
future and receive any compensation that they may be entitled to;
\u2022 helping prevent the Child Trafficking Victim from facing further exploitation
or harm from traffickers (and the risks of going missing);
\u2022 providing advice on immigration, criminal justice and welfare matters to the
Child Trafficking Victim and arranging effective legal representation;
\u2022 involvement in the key decisions relating to the Child Trafficking Victim
(but final decisions would remain the responsibility of the local authority or
Home Office, where relevant).

The Home Office is commissioning an independent evaluation of the trial which
will report six months after the trial commences. The evaluation will include

The Video Enabled Justice programme was funded through Police Transformation Fund as part of the Police Funding Settlement. It is a police-led pilot to explore the use of live-link video in first appearance remand hearings and for police witnesses.<\/p>

The provision of accommodation for asylum seekers is provided under the COMPASS contracts. It is the responsibility of all of the suppliers to ensure that all accommodation used meets the required contractual standard and complies with the Decent Homes Standards. The accommodation should be safe, habitable and fit for purpose. The COMPASS providers are required to inspect properties each month and UKVI's contract compliance teams reinforce this by visiting properties regularly.<\/p>

The Home Office expects the highest standards and where a contractor is found to be falling short of these standards we work with them to ensure that issues are quickly addressed.<\/p>

Earlier this year, we instructed our supplier (G4S) to repaint the doors of G4S and Jomast managed properties to ensure that no one colour is predominant. For several years, record numbers of people cross the Channel in small boats, and this surge has placed the Home Office\u2019s asylum support infrastructure and accommodation services under immense pressure. Tackling child sexual abuse is a top priority for this Government. The Tackling Child Sexual Exploitation report published in March 2015 set out our response to the failures we saw in Rotherham and elsewhere, and we have since implemented an ambitious programme of reform to improve our response preventing and tackling sexual abuse of children.<\/p>

In January 2014 the Home Office announced proposals to trial specialist,
independent advocates for trafficked children which is due to begin this
summer. This trial forms part of the Government's work to eradicate modern day
slavery and as such there are no plans for this trial to be extended to
unaccompanied children.

The Child Trafficking Advocate will be fully independent from the local
authority, but will need to work with the existing structures around the Child
Trafficking Victim, such as children's services, education, criminal justice
system and immigration system.

The advocate role is intended to deliver the best outcomes for children. The
advocate's role will include the following activities but this is not an
exhaustive list and we expect the advocate to respond to the specific needs of
the child.

\u2022 being a consistent point of contact for the Child Trafficking Victim;
\u2022 assisting the local authority to assess the needs of the Child Trafficking
Victim as a victim of trafficking, thereby promoting the safety and wellbeing
of the Child Trafficking Victim (in particular in light of the risk of
re-trafficking);
\u2022 making recommendations for referrals to other services (e.g. mental health
services) to ensure the Child Trafficking Victim receives educational, medical,
practical and legal support they need and deserve;
\u2022 accompanying the Child Trafficking Victim to certain meetings - e.g. with an
immigration lawyer;
\u2022 supporting the Child Trafficking Victim in any age assessment process;
\u2022 supporting the Child Trafficking Victim in overcoming language and cultural
barriers;
\u2022 supporting witnesses through the criminal justice system;
\u2022 supporting looked after children and children in need through the care
system, in particular in safety planning, age assessment and future planning;
\u2022 assisting the local authority to plan for the Child Trafficking Victim's
future and receive any compensation that they may be entitled to;
\u2022 helping prevent the Child Trafficking Victim from facing further exploitation
or harm from traffickers (and the risks of going missing);

The Joint Interim Interview Protocol was developed by the CPS, NPCC, Law Society, Criminal Law Solicitor\u2019s Association and the London Criminal Courts Solicitors\u2019 Association as a temporary requirement at the start of the pandemic to ensure the functioning of the criminal justice system was maintained. An exit strategy from the protocol is ongoing and will continue to be reviewed by its signatories. It is for the signatories to this operational protocol \u2013 the NPCC, CPS and solicitors\u2019 organisations \u2013 to determine how this should progress.<\/p>

Since the implementation of version 4 of the protocol on 4 October, \u2018in person\u2019 attendance for legal advice has been the default position, subject to some exemptions including inadequate police infection control measures, detainee or solicitor being COVID positive and other exceptional health and safety reasons. It is not believed to be practicable to remove the protocol in its entirety whilst there remains the possibility that detainees and/or solicitors may be COVID-positive.<\/p>

The Government recognises the damaging impact that violence and abuse can have on victims, businesses, and the wider community; and we are committed to tackling this issue. Any incident of violent or abusive behaviour towards retail workers is completely unacceptable and especially so in current circumstances during the covid-19 outbreak. The Home Office has taken considerable action during the pandemic to assess and combat the impact of COVID-19 on all victims of domestic abuse. This includes LGBT+ individuals and the guidance we have published on gov.uk provides specific advice for members of the LGBT+ community.<\/p>

We also continue to support the National LGBT+ Domestic Abuse helpline, providing £120,000 of funding each year since 2016. The helpline provides a vital service for LGBT+ individuals who are or have been victims of domestic abuse, including parental abuse. This important service has remained available to victims throughout the COVID-19 pandemic.<\/p>

In addition to our regular funding, the Home Office has announced £2 million in funding to alleviate the increased pressures of COVID-19. This money ensures that helplines and online services continue to be readily available to victims. £1.2 million of this has already been allocated, including funding for the charity Galop, the organisation that runs the LGBT+ helpline.<\/p>

Unaccompanied children in other EU countries should be able to access the support needed in those countries. The European countries in which they arrive have international obligations and a duty to provide adequate protection and support to refugees within their territory.<\/p>

We are working closely with UN agencies, NGOs and the Member States involved to ensure that protection is provided. We will provide further resources to the European Asylum Support Office to help in border \u201chotspots\u201d in Greece and Italy to help identify and register children at risk on first arrival in the EU.<\/p>

The Government remains concerned about the needs of vulnerable children on the move in Europe and the Balkans, and the needs of those who become stranded along the route. The UK has therefore increased its aid to refugees and migrants, including children, in Europe and the Balkans to £46 million, divided among the most affected countries and including specific support of £2.75 million to UNICEF, which will benefit 27,000 children. In addition, the Department for International Development (DFID) is creating a new fund of up to £10 million to support the needs of vulnerable refugee and migrant children in Europe, the Refugee Children Fund for Europe.<\/p>

This will include targeted support to meet the specific needs of unaccompanied and separated children who face additional risks. The support will be delivered through a range of UN agencies and NGOs. Performance data for the Disclosure and Barring Service for March 2016 indicates that average processing time for DBS applications was 14.8 days. Certificates dispatched to applicants by the DBS in March 2016 involving (a) Cleveland Police and (b) the Metropolitan Police Service took an average of (a) 24 days and (b) 122 days.<\/p>

Protecting the public is a priority for this Government and it is important that checks undertaken are thorough; a proportion of the applications received by the DBS must be referred to one or more police forces as part of the enhanced disclosure process. In the vast majority of cases these checks are completed within target. The DBS is working closely with the small number of forces, including the MPS, whose performance does not meet turnaround time targets. The performance of police disclosure units is an operational issue for individual police forces and the MPS has established a Gold Group to oversee the recovery plan which they have in place to reduce the time taken.
