The Department for Education is committed to recruiting high-quality graduates into teaching. The latest data published by UCAS on 25 September 2014 in its ‘UCAS Teacher Training statistical releases’[1], indicates that there will be an increase in computing trainees commencing initial teacher training (ITT) this year, although this will not be certain until the 2014/15 ITT census is published.

For computing trainees starting their training in 2015/16, we have increased bursaries to up to £25,000 tax-free. We are also funding a prestigious scholarship scheme for computing trainees worth £25,000 tax-free and offering a range of professional benefits. Additional funding has also been made available to schools offering School Direct (salaried) places in computing to boost starting salaries; computing trainees will be able to earn over £21,000 nationally and £25,000 in inner London.

There are a range of other incentives in place to attract high quality computing trainees into the teaching profession, including:

  1. The delivery of a targeted marketing campaign to encourage high-quality computing graduates and potential career changers to consider a career in teaching.

  2. The offering of tailored support for graduates and career changers interested in teaching computing, including access to a School Experience Programme.

  3. Funding of computing subject knowledge enhancement (SKE) programmes, which prepare applicants for teacher training by building up or refreshing their existing knowledge. 31% of computing applicants who accepted an ITT place for 2013/14 accessed a SKE course.

The Department for Education is responsible for the introduction of the requirement that state-funded schools in England should offer universal infant free school meals, which came into effect on 1 September 2014.

Between 2009 and 2011 the Department for Education and the Department of Health piloted the provision of universal free school meals in Durham and Newham. The independent evaluation of those pilots showed that there were a number of benefits arising from the provision of universal free school meals, including improved attainment, healthier eating habits and increases in the uptake of meals among children who would have been eligible for free school meals under the existing criteria. We also know, from research carried out by the School Food Trust (now Children’s Food Trust), that universal infant free school meals will save families who previously paid for school lunches up to £400 a year per infant child.

The Department has used School Food Trust research into the costs of school meal provision, as well as feedback from local authorities and stakeholders, to inform the allocation of funding for this policy and the targeting of implementation support. In particular, this research informed the decision to allocate £2.30 of revenue funding per meal taken by newly eligible pupils.

The Department for Education wants to give employers a much greater role in inspiring and motivating young people about the world of work. We published statutory guidance in April to improve links between schools and employers so that pupils can receive careers advice from people with experience of business. More employers are getting involved by interacting with young people in the classroom and giving them an insight into the workplace. This can also include coaching, mentoring, work tasters and work experience. From October we are reshaping the role of the National Careers Service (NCS) to expand its offer to schools and colleges. It will be easier for employers and educators to participate in the NCS.

We are taking steps to connect the education system to the world of work to ensure that young people have the skills, experience and qualifications that employers want. Last month we announced the introduction of Technical Awards for students aged between 14 and 16. These qualifications, which are equivalent to GCSEs, are developed in partnership with employers and will give students the opportunity to develop practical skills.

The Department has introduced Tech Levels for students aged between 16 and 19 who want to learn technical skills as an alternative to, or alongside, A levels. The 227 Tech Levels taught from September 2014 are all endorsed by employers, trades or professional bodies and cover most practical careers. From September 2016, all Tech Level courses will also involve employers in the delivery or assessment of the qualification.

Cyber security, including cyber crime, is a top priority threat to national security. This is why the National Cyber Security Strategy 2016-2021 is supported by £1.9billion of transformational investment. We have boosted the capabilities of the National Crime Agency’s National Cyber Crime Unit by increasing their ability to investigate the most serious cyber crime, and we are continuing to invest in the cyber teams within each of the Regional Organised Crime Units across England and Wales.

We have also established the National Cyber Security Centre which manages national cyber security incidents, carries out real-time threat analysis and provides tailored sectoral advice. We have invested in regional cyber crime prevention coordinators, who engage with SME’s and the public to provide bespoke cyber security advice based on the latest technical understanding from the National Cyber Security Centre.

Driving up cyber knowledge and expertise at the local policing level is also extremely important. The College of Policing provides a range of courses for police officers and staff on cyber crime. The College are also working on behalf of the Home Office to create the Cyber Digital Career Pathways project. This project will create a Cyber Digital Investigation Profession across all of law enforcement, providing a career pathway and professional certification for Cyber Digital Investigation Professionals.

The Home Office delivers the Government’s Cyber Aware campaign which encourages the public and small businesses to adopt simple behaviours which will help protect them against the majority of cyber threats. Most recent activity to educate the public on the cyber threat and how they can protect themselves includes the #OneReset campaign to encourage greater use of a strong and separate password for primary email accounts, and, launching on 1 March 2018, a new research report entitled “A Call to Action: The Cyber Aware Perception Gap”, which outlines the need for, and benefit of, a collaborative effort to increase the adoption of cyber secure behaviour.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1539", "label" : {"_value" : "Biography information for Mr Ben Wallace"} } , "answeringMemberConstituency" : {"_value" : "Wyre and Preston North"} , "answeringMemberPrinted" : {"_value" : "Mr Ben Wallace"} , "dateOfAnswer" : {"_value" : "2018-03-07", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-03-07T15:29:17.203Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2018-02-27", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Cybersecurity"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, what recent steps her Department has taken to tackle cyber crime.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1586", "label" : {"_value" : "Biography information for Adam Afriyie"} } , "tablingMemberConstituency" : {"_value" : "Windsor"} , "tablingMemberPrinted" : [{"_value" : "Adam Afriyie"} ], "uin" : "129989"} , {"_about" : "http://data.parliament.uk/resources/850766", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/850766/answer", "answerText" : {"_value" : "

The Home Office delivers the Government’s Cyber Aware campaign, and the Take Five to Stop Fraud campaign, which is run in conjunction with UK Finance and supported by the UK’s banks. The Cyber Aware and Take Five campaigns are designed to help encourage the public and small businesses to protect themselves from cyber crime and fraud, providing advice on specific protective and actionable behaviours to increase resilience.

Cyber Aware and Take Five in particular have been developed jointly by industry and Government experts including the National Cyber Security Centre and the Joint Fraud Taskforce and have established consensus around a single set of authoritative advice to protect individuals from cyber criminals and fraudsters. This advice is deployed through a network of over 450 public, private and third sector partners, and through targeted media interventions.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1539", "label" : {"_value" : "Biography information for Mr Ben Wallace"} } , "answeringMemberConstituency" : {"_value" : "Wyre and Preston North"} , "answeringMemberPrinted" : {"_value" : "Mr Ben Wallace"} , "dateOfAnswer" : {"_value" : "2018-03-06", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-03-06T19:26:11.32Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2018-02-27", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Cybercrime"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Office, what steps she is taking to improve awareness of cyber fraud amongst the public.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1586", "label" : {"_value" : "Biography information for Adam Afriyie"} } , "tablingMemberConstituency" : {"_value" : "Windsor"} , "tablingMemberPrinted" : [{"_value" : "Adam Afriyie"} ], "uin" : "130001"} , {"_about" : "http://data.parliament.uk/resources/1364056", "AnsweringBody" : [{"_value" : "Department for Transport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1364056/answer", "answerText" : {"_value" : "

Over the last two years, the Department has been undertaking an extensive model development programme, engaging with industry on several occasions, to both improve and update various elements of the model. This model development is ongoing and an updated version will be used for the next set of published long term forecasts.

We will look to publish new long term aviation forecasts in due course. However, this is a period of great uncertainty and we need to observe a more settled recovery before we can begin to reflect this in any future forecasts.
