The Gold Standards Framework Centre that was developed by Dr Keri Thomas is a private, non-profit organisation that provides training to National Health Service and care home staff in improving the quality of end of life care. There is not an equivalent gold standard framework for detecting group B streptococcus (GBS) infection.<\/p>

The Enriched Culture Medium (ECM) test is used for detecting GBS carriage at 35-37 weeks of pregnancy and is included in Public Health England\u2019s UK Standards for Microbiology Investigations: Detection of Carriage of Group B Streptococci. In June 2015, Public Health England, in response to requests to introduce the ECM test into Public Health England laboratories, published an advisory position paper which sets out that within current accepted clinical guidelines, there are no indications for testing women using ECM methods. The UK National Screening Committee (UK NSC), the body which advises Ministers in all four United Kingdom countries on all aspects of screening, recommended in 2012 that antenatal screening for GBS carriage at 35 -37 weeks of pregnancy should not be offered because currently there is insufficient evidence to demonstrate that the benefits to be gained from screening would outweigh the harms. The UK NSC is currently reviewing its recommendation on antenatal screening for GBS carriage. The National Health Service is employing more nurses than ever before with 307,491 \u201cfull time equivalent\u201d nurses, midwives and health visitors in post (March 2017) and a further 52,000 in training.<\/p>

Led by the Chief Nursing Officer for England, the Department is working with Health Education England (HEE), NHS England and other partners to improve the recruitment and retention of nurses.<\/p>

HEE, which is responsible for ensuring there is sufficient future supply of staff to meet the workforce requirements of the NHS inEngland1<\/sup>, forecasts more than 40,000 additional nurses by 2020. There are new opportunities to join the NHS as nursing associates and through the nurse apprentice scheme, announced last year which should see up to 1,000 nurse apprentices join the NHS each year. HEE is also leading a £5 million campaign to get experienced nurses who have left the profession back to work through its Return to Practice Programme. Delivered by 38 universities, since 2014, 3,400 have joined the Programme and over 2,000 nurses have completed it and are ready for employment.<\/p>

NHS Improvement is working with trusts to support the development of their improvement plans for retaining the nursing workforce through, for example, ensuring trusts\u2019 demonstrate leadership and culture support, and nurture staff in an environment of continuous learning for the benefit of patients. The Department is also leading work with NHS England, HEE and others to do more to retain nurses through, for example, working with the NHS to improve opportunities for flexible working. The Department is also working with the Care Quality Commission to see how staff welfare issues can be included in their hospital inspection regime so progress can be tracked.<\/p>

From 1 August 2017, new pre-registration nursing, midwifery and allied health students will no longer receive National Health Service bursaries. Instead, they will have access to the same student loans system as other students.<\/p>

Students studying for pre-registration level nursing, midwifery and the allied health subjects as a second degree will also be able to access the student loans system.<\/p>

Under the loans system, students on pre-registration nursing, midwifery and allied health courses will receive around a 25% increase in the financial support available to them for living costs whilst at university. The precise change for individuals will be dependent on their circumstances \u2013 for example, where they study, the length of the course, income and residency.<\/p>

One of the seven key principles in the NHS Constitution is the commitment to providing the most effective, fair and sustainable use of finite resources. NHS Improvement\u2019s Single Oversight Framework (SOF) sets out how NHS Improvement oversee National Health Service trusts and NHS foundation trusts. The framework helps determine where providers may benefit from, or require, improvement support if they are to meet the standards expected of them in a safe and sustainable way. Under the SOF, NHS Improvement oversee and support providers in improving financial sustainability, efficiency and value for money. The Department has taken a number of steps to ensure National Health Service trusts are not over-charged by private sector contractors and suppliers. In addition, the Department has developed a full suite of tools and templates, including Invitation to Tender (ITT) documentation for NHS trusts to use when entering into contracts with suppliers. The Commercial Schedule within the ITT documentation includes a pricing model and connected questions, which enable NHS trusts to understand supplier pricing.<\/p>

The tools and templates are underpinned by an NHS Guide to Procurement. This provides guidance on drafting an effective specification, setting evaluation criteria in line with the principle of \u2018most economical advantageous tender\u2019, and devising a robust pricing model (for use when the template provided is not appropriate for the procurement).<\/p>

By using the standard NHS Terms and Conditions, the NHS Guide to Procurement and the suite of tools and templates, NHS trusts can ensure suppliers submit competitive tenders. Additionally, NHS trusts are also encouraged to use frameworks, such as those procured on behalf of Government by the Crown Commercial Service, enabling them to benefit from consolidated buying arrangements.<\/p>

The NHS Terms and Conditions guidance document accompanies the NHS Terms and Conditions.
