The Electoral Commission informs me that the confirmation dry run involved matching all entries on the electoral registers against the Department for Work and Pensions (DWP) Customer Information System database. Entries would be marked as green if they matched with DWP, amber if they were a partial match or red if there was no match.

Results for all wards are available on the Commission's website here: http://www.electoralcommission.org.uk/__data/assets/excel_doc/0003/163146/Confirmation-dry-run-2013-Results-Wards.xls

The Government is committed to ensuring an efficient and effective firearms licensing system and to achieving full cost recovery for the police and Home Office.

Fees for firearm and shotgun licences issued by the police were last increased in 2015 and were calculated with a view to enabling police forces to achieve full cost recovery. These fees are currently being reviewed to assess any changes in police costs.

The Home Office administers applications for firearms licences made by museums with gun collections, approved shooting clubs, and dealers wishing to possess prohibited firearms. The Policing and Crime Act 2017 created a power to charge new fees for these licences. We sought views on proposals for new fees in a public consultation in 2017. Alongside the consultation, we published an impact assessment, which set out the estimated net costs of the system. We received around 5,000 responses to the consultation, which we have considered carefully. We undertook to review the proposed level of fees before they were finalised and officials are currently in discussion with groups representing licensed firearms holders. A Government response will be published shortly.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1561", "label" : {"_value" : "Biography information for Mr Nick Hurd"} } , "answeringMemberConstituency" : {"_value" : "Ruislip, Northwood and Pinner"} , "answeringMemberPrinted" : {"_value" : "Mr Nick Hurd"} , "dateOfAnswer" : {"_value" : "2018-04-16", "_datatype" : "dateTime"} , "groupedQuestionUIN" : {"_value" : "134808"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-04-16T10:32:15.863Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2018-03-28", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Firearms: Licensing"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, what the estimated net cost to the public purse in England is of gun licensing and certification.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/394", "label" : {"_value" : "Biography information for Mr Clive Betts"} } , "tablingMemberConstituency" : {"_value" : "Sheffield South East"} , "tablingMemberPrinted" : [{"_value" : "Mr Clive Betts"} ], "uin" : "134807"} , {"_about" : "http://data.parliament.uk/resources/968366", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/968366/answer", "answerText" : {"_value" : "

The Disclosure and Barring Service publish police performance and average turnaround times quarterly with the latest information available up to and including June 2018.

Average turnaround times for police disclosure units broken down by month and by force can be found here:

https://www.gov.uk/government/statistics/dbs-performance

Police Force Disclosure Units must provide locally held information for inclusion on enhanced criminal record certificates in accordance with a statutory test set out in Part V of the Police Act 1997. This test requires that a chiefofficer believes the information to be relevant and that it ought to be disclosed. When considering information for disclosure, chief officers must also haveregard to statutory guidance available at:

https://www.gov.uk/government/publications/statutory-disclosure-guidance

The statutory guidance sits alongside operational guidance drawn up by the police service and the Disclosure and Barring Service (DBS).

This Quality Assurance Framework (QAF) can be found at the link below:

https://www.gov.uk/government/publications/quality-assurance-framework-version-nine-qaf-v9

The application of the Quality Assurance Framework by Police Force Disclosure Units is monitored by the DBS Standard and Compliance Unit to help ensure that a consistent high quality approach is taken by forces when they process DBS applications.

DBS performance is measured against Published Service Standards which are detailed in the DBS Business Plan. These include:
