campaign evaluation report.
In June 2015 the Electoral Commission published its assessment of the progress with transition to Individual Electoral Registration (IER). An updated version of this assessment was recently laid in the House Library amending a small number of typographical errors found in background figures, none of which affected the findings of the assessment or the Commission’s advice.

The Commission’s June IER assessment did not include an estimate of levels of accuracy and completeness of the registers. The Commission’s last report on this was published in 2014. The June report did note, however, that activities such as the introduction of IER and the introduction of online registration are likely to have had a positive impact on accuracy and completeness. However, it was also clear that others will have had a negative effect, such as the lack of comprehensive household canvassing activity in 2014.

The Electoral Commission has made clear that it does not support the Government’s decision to bring forward the end of the transition to IER to 1 December 2015 and has noted instead that this should remain as 1 December 2016, as Parliament originally decided. However, should Parliament approve the Government’s order to bring forward the end of the transition, the Commission will continue to monitor the state of the registers and will collect further data from EROs focusing on the 2015 canvass and the December 2015 register.
"}

The Home Office issues all EU citizens granted status under the EU Settlement Scheme with a written notice of their immigration status and their conditions of leave for staying in the UK, by email or letter, which is an official document that individuals can keep. However, due to the possibility of fraud and abuse, this document cannot be used to evidence an individual’s immigration status to work or access services. EU citizens will be able to continue using their passports and national identity cards to evidence their status in the UK until the new immigration system is introduced in 2021. EU citizens granted status under the scheme can view that status, as recorded digitally by the Home Office, and will be able to share it with others to access services they are entitled to, via an online status checking service. This digital status forms part of the move towards digital products in the UK immigration system. It is more secure and enables individuals to keep their information up to date, share it in real time, and only share the information that is required, which is not possible with a card.
"}

Discussions continue to take place between a number of Government departments on a regular basis on how we tackle illegal migration, including solutions to enable the return of foreign nationals.

Each asylum case is considered on its individual merits. Where it is accepted that an individual would face persecution in their country of origin or it would be otherwise unsafe for them to return, some form of protection would normally be granted in the UK. If protection is not granted, then whether or not removal can be enforced, we expect failed asylum seekers to return home.

Generally, there are no countries to which, as a matter of immigration policy, we cannot remove. However there may be some countries where at any one time it is difficult logistically to undertake enforced removals.

We are in discussions with EU partners on how to take forward proposals to return those who travel through safe third countries back to those areas they transited through, or to establish zones of protection to which failed asylum seekers could be returned when return to their country of origin is not possible.

The UK also participates in a number of EU readmission agreements, some of which include clauses for returning third country nationals.
"}
