The Church of England Vision for Education identifies four core themes (wisdom, knowledge and skills; hope and aspiration; community and living well together; dignity and respect) which underpin all of our work in education. School leadership networks will be focusing on serious youth violence as part of these core themes. An education which promotes hope, aspiration and dignity is a vital part of addressing serious youth violence.<\/p>

One aspect of this debate relates to the impact of school exclusions on vulnerable young people. A National Scrutiny Panel on Disability Hate Crime was convened by the CPS in March 2021. The Panel consisted of community stakeholders, academics and police. Discussion focused on a deep-dive into the handling of disability hate crime cases. As a result, the CPS will this month circulate a bulletin to all prosecutors. This will highlight key findings, lessons and top tips arising from the review. In addition, operational guidance has been refreshed and will be launched this month. It will provide prosecutors with an updated appreciation of how disability hate crime occurs, based on the lived experience of disabled people.<\/p>

Building on this review, a refreshed communications approach is aiming to raise awareness of hate crime and in particular the confidence to report. The Attorney General\u2019s Office (AGO) is supported by the Government Legal Department\u2019s (GLD) Human Resource (HR) function and policies though a shared services agreement. GLD\u2019s current D&I Strategy (2019-2022) and yearly D&I Delivery Plan has been the foundation for many supportive disability policies throughout the department. All of GLD\u2019s Diversity Networks, including GLD's Disability and Wellness Network (DAWN), contribute to annual reviews of the strategy and delivery plan and have been active in supporting improvements in workplace adjustments and career development for all staff. An HR D&I lead also participates in DAWN\u2019s regular committee meetings, and HR meets with all of the Diversity Network Champions and Chairs on a six-monthly basis.<\/p>

GLD currently holds the Disability Confident Leader (Level 3) status, accredited in January 2018, and was upheld in January 2021 for three years, with a working group supporting the actions going forward.<\/p>

GLD provides a range of guidance and tools on workplace adjustments accessible by all staff, including advice on how to determine when a workplace adjustment might be appropriate, steps to make a workplace adjustment, a workplace adjustment passport, best practice guidance, and manager awareness sessions. GLD also offer Occupational Health referrals, to offer advice in relation to workplace adjustments.<\/p>

The £3.37 million MHCLG Community Fund programme has supported 54 local authorities and community group partnerships to shape and deliver improved services. Six grants are linked to social prescribing, of which three directly target vulnerable children and young people. For example, the \u2018Community Connectors\u2019 project in South Norfolk was awarded £70,000 to deliver social prescribing from all GP surgeries across South Norfolk providing a non-medical solution to social, emotional and practical issues that may be causing health problems for people of all ages.<\/p>

The Department has also contributed towards the £3.5 million jointly invested by the Government and the Co-op Foundation in projects tackling youth loneliness through the Youth Strand of the Building Connections Fund in 2018-19 and 2019-20.<\/p>

My Department continues to engage with partners on how best to ensure community groups have access to the necessary advice and support to take assets into community ownership. We have funded the development of the online platform \u201cMy Community\u201d to provide detailed advice and guidance to voluntary and community groups interested in taking assets into community ownership and encourage the take up of Community Rights. The Department has also supported the work of the online platform \u201cKeep It In The Community\u201d to ensure that more community groups are able to identify local assets of community value.<\/p>
