We published the revised National Planning Policy Framework in 2018, setting out national planning policies for supporting high quality communications in England. These include that the planning policies and decisions of local planning authorities should support the expansion of electronic communications networks, such as 5G.<\/p>

We have also introduced a range of permitted development rights to support the delivery of mobile infrastructure, including legislating for higher masts in 2016, whilst also protecting local amenity.<\/p>

We hope that these measures will be used by industry, alongside proactive engagement with the planning system, to ensure delivery of 5G. Electromagnetic fields (EMFs) and health evidence reviews have been prepared by scientific expert groups in the United Kingdom and around the world. The independent Advisory Group on Non-Ionising Radiation (AGNIR) published their report in the UK in 2012 and the European Commission\u2019s Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR) published their report in 2015. Based on the accumulated evidence and reviews, Public Health England (PHE) advises that the guidelines of the International Commission on Non-Ionizing Radiation Protection (ICNIRP) should be adopted and there is no convincing evidence that EMF exposures below the ICNIRP guideline levels cause adverse health effects.<\/p>

Highways England has advised that it will not be removing the tourist signs (brown signs) for the Naseby battlefield site on the A14. Highways England had previously advised that these tourist signs would be removed as part of future planned works on the A14, a decision that was driven by the standards relating to tourist signs on the strategic road network.<\/p>

Highways England entered into a conditional contract with BP for the sale of Tollgate Hotel that was conditional on planning permission being granted for development. The planning applications submitted have been subject to a number of judicial reviews, which have delayed the sale. As a result, Highways England have now agreed with BP to move to an unconditional contract; this means the sale will no longer be dependent on gaining planning permission, and Highways England will now be able to move forward with the sale.<\/p>
