The earliest that the UK can leave without a deal is 31 October 2019. Our priority remains delivering the deal to ensure a smooth and orderly exit before this date. While we do not want to leave with no deal and Parliament has also voted against this outcome three times, it remains the legal default at the end of the extension period in the event a Withdrawal Agreement cannot be agreed. As a responsible government we’ve been preparing to minimise any disruption in the event of no deal for over two years and will continue to prepare for all Brexit scenarios.

The UK currently ensures appropriate sanitary and phytosanitary checks are in place at the border through the use of the EU’s TRACES import notification system. In the event of a no deal, the UK will lose access to this system. To prepare for this scenario, the Government has developed the UK’s own import notification capability.

This capability was in place for exit on 12 April and will be in place for exit on 31 October. This will ensure resources are targeted appropriately, so that sanitary and phytosanitary checks can continue to protect the UK from risks to public health while delays at the border are minimised.

The Government has published a number of documents to support public and parliamentary scrutiny of our preparations for leaving the EU.

The Government continues to report regularly to the House and its Select Committees in person and by responding fully to inquiries and reports. In addition to regular statements by the Prime Minister, DExEU Ministers have given evidence to a broad range of committees on 49 occasions and have made 187 written statements to both Houses.

In addition, the Government published a robust, objective assessment of how exiting the EU could affect the economy of the UK in November 2018, as part of its commitment to providing Parliament with appropriate analysis. In addition, all legislation is accompanied by explanatory documents. This information is available online.

We have also taken extensive steps to provide businesses and citizens with advice on helping them mitigate the potential impacts of a no deal exit, publishing approximately 750 pieces of communications on no deal since August 2018, including 106 technical notices explaining to businesses and citizens what they need to do to prepare.

The Government has made over 530 exit-related statutory instruments. The necessary preparations are in place to ensure a functioning statute book for exit day, as they were before 12 April. There will be a number of additional statutory instruments laid over the coming months to account for any new updates to EU regulations during the extension period.

The progress of all bills currently before Parliament can be tracked on parliament.uk. We will need to introduce a bill to implement the Withdrawal Agreement if a deal is approved by Parliament.

The Government is confident that we will have all the necessary legislation in place by exit day.

The Government has consulted with Members from all sides of the House on a range of issues relating to the UK’s withdrawal from, and future relationship with the EU.

If the UK leaves the EU without a deal, the UK would implement a temporary tariff regime that takes a balanced approach to support the UK economy as a whole. It will maintain open trade on the majority of UK imports, to support consumers and business supply chains, but retain necessary tariff protection for particular sectors of the UK economy. This would apply for up to 12 months while a full consultation, and review on a permanent approach, is undertaken.

As a responsible government we’ve been preparing to minimise any disruption in the event of no deal for over three years. We remain focused on ensuring our smooth and orderly withdrawal from the EU.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4366", "label" : {"_value" : "Biography information for James Cleverly"} } , "answeringMemberConstituency" : {"_value" : "Braintree"} , "answeringMemberPrinted" : {"_value" : "James Cleverly"} , "dateOfAnswer" : {"_value" : "2019-07-15", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-07-15T16:08:25.813Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "203"} , "answeringDeptShortName" : {"_value" : "Exiting the European Union "} , "answeringDeptSortName" : {"_value" : "Exiting the European Union "} , "date" : {"_value" : "2019-07-09", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Overseas Trade"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Exiting the European Union, what cross-party discussions have taken place on preparations for the UK leaving the EU on WTO terms.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4131", "label" : {"_value" : "Biography information for Jim Shannon"} } , "tablingMemberConstituency" : {"_value" : "Strangford"} , "tablingMemberPrinted" : [{"_value" : "Jim Shannon"} ], "uin" : "275193"} ], "itemsPerPage" : 10, "next" : "http://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&min-date=2018-11-19&AnsweringBody.=Department%20for%20Exiting%20the%20European%20Union%20&min-answer.questionFirstAnswered.=2018-11-20T16:18:11.853Z&_properties=answer.isMinisterialCorrection,hansardHeading,answer.questionFirstAnswered,tablingMemberPrinted,AnsweringBody,answer&_sort=AnsweringBody,-answer.answerText,-AnsweringBody,questionText&answer.answeringMember.label=Biography%20information%20for%20James%20Cleverly", "page" : 0, "startIndex" : 1, "totalResults" : 29, "type" : "http://purl.org/linked-data/api/vocab#Page"} }
