In line with EU Directive 2009/128, we have in place a National Action Plan for the Sustainable Use of Pesticides (NAP) that we must review every five years. The Government has reviewed the existing NAP and concluded that it is remains fit for purpose. Looking forward, the Government proposes to undertake a broader review of pesticides policy and will work closely with all interested parties as we develop our evidence base and policy thinking.<\/p>

The Government intends to continue to develop its approach to pesticides, and we propose to consult on the future of pesticides policy later in 2019. Both the 25 Year Environment Plan and the National Action Plan emphasise the importance of Integrated Pest Management. This means not only that pesticides are used well, but that pesticide use is minimised and the uptake of alternatives is strongly encouraged.<\/p>

Defra officials are working closely with the Gangmasters and Labour Abuse Authority (GLAA) on the Government\u2019s seasonal workers pilot. The oversight and protection of workers was a central element of the selection process for Pilot Operators. Officials will continue working closely with the GLAA over the two year operation of the Pilot. A key objective of the pilot is to ensure that migrant workers are adequately protected against modern slavery and other labour abuses. The operators of the scheme will be licensed by the GLAA. They will ensure that all workers are placed with farms who adhere to all relevant legislation, including paying the National Minimum Wage. Farmers will also be vetted to ensure that living and working conditions are of a suitable quality.<\/p>

The Government is committed to pursuing a negotiated outcome which maintains our ability to export all seed to the EU and recognises that this issue is of particular concern for the seed potato industry. However, it is our duty as a responsible Government to prepare for all eventualities, including no deal, until we can be certain of the outcome of those negotiations.<\/p>

The EU has stated in its Preparedness Notice for plant reproductive material that, in a no deal scenario, UK seed of all species will be subject to its equivalence requirements for third countries. This means that UK seed will not be marketable in the EU until the EU recognises UK processes as equivalent. Defra, with input from the devolved administrations, has made an initial application to the EU Commission for third country equivalence. More detailed information is being prepared in anticipation of discussion with the EU shortly. Defra takes the risk of the notifiable disease caused by the tapeworm, Echinococcus multilocularis, very seriously because of the profound impact this could have on public health if it were to become established in the United Kingdom (UK).<\/p>

<\/p>

Since harmonising our domestic pet travel rules with those of the EU in January 2012, we ensured that tapeworm controls were maintained, with a treatment period which was expected to increase traveller compliance, while still presenting a very low risk of disease incursion. Those measures have been sufficient to keep the UK free of Echinococcus multilocularis.<\/p>

<\/p>

Defra has no plans to amend the tapeworm controls for pet animals entering the UK but continues to monitor the disease situation through routine surveillance measures and will undertake a further, formal risk assessment, if evidence indicates that one is warranted.<\/p>
