The Women\u2019s Business Council published its inaugural report five years ago. Since then we have seen a significant shift in women\u2019s participation in, and experiences of, the workplace.<\/p>
The Council has successfully influenced government policy on shared parental leave, flexible working and the provision of childcare. Members have raised the profile of issues with business leaders and developed specific programmes and toolkits for the business community.<\/p>
I would like to pay tribute to the current Chair, Dame Cilla Snowball as she steps down from office next month, for overseeing the success of the Council\u2019s programme.<\/p>

Three rounds of funding for Returners Grants have been announced since March 2018, with £1.5 million now awarded to sixteen organisations supporting returners. Successful organisations funded under the first round began their programmes early this year.<\/p>
These programmes provide extensive support to returners, supporting them to develop skills, build confidence, and complete accredited qualifications and training before they return to the labour market. Baroness Greengross was an inspiration to members across the House and it is testament to her that, as she approached the end of her life, her thoughts were still with others. Her legacy is immense and I know all members will want to protect it. I am sure many members of this House will have written to the relevant Government departments to continue to raise the issues she championed.<\/p>
In March 2022 we published the cross-Government Tackling Domestic Abuse Plan which commits £230 million of new funding and will seek to transform the whole of society\u2019s response in order to prevent offending, support victims and pursue perpetrators, as well as to strengthen the systems in place needed to deliver these goals. The Cabinet Office has published guidance to departments on the use of private email that covers how information is held for the purposes of access to information, and how formal decisions are recorded for the official record. This guidance is being updated to reflect changes in technology and ways of working, and will be published by the Cabinet Office in due course.<\/p>
It is Government policy not to comment on individual Ministers\u2019 security arrangements. Ministers receive support and expert advice to help them meet their obligations in the most appropriate and secure fashion. The Parliamentary Capability Team (PCT) provides training on managing parliamentary work to civil servants of all departments and grades. As part of this work, it offers blended learning courses on Written Parliamentary Questions and Ministerial Correspondence, and tailored workshops for Senior Civil Servants (SCS) on these processes. Since April 2020, this training has been attended by 2,303 civil servants. The PCT also supports departmental parliamentary teams to develop training on department-specific processes for this work.<\/p>

A series of changes were made in 2012 following work by the Procedure Committee, and members can raise these matters with the Committee.<\/p> Voting procedures are also a matter for the House and any changes should enjoy a wide consensus among members. Slipping and pairing has been, and continues to be, a valuable practice that allows members to be absent from votes and the Whips\u2019 offices on all sides of the House work hard to ensure that the system functions as well as possible for individual members. The House recently agreed an expansion of the proxy voting scheme and a review is to be completed by the Procedure Committee by 17th March 2023.
