DWP is committed to doing all we can do support victims of domestic and economic abuse, including giving split payments when requested, easements in benefit conditionality, and referrals to local support.<\/p>

<\/p>

When an individual suffering from economic abuse requests a split payment, the Department will make split payments available to them. Whilst we are not intending to introduce split payments by default, we respond positively to such requests.<\/p>

Both members of a couple do not need to be present to arrange a split payment and consent is not required from the other partner to authorise a split payment. Claimants can request a split payment during a face to face meeting, a phone call, or online via their journal and do not have to provide evidence of abuse in order to be granted a split payment.<\/p>

If a victim of abuse feels able to flee their relationship, we can implement same-day advances to support them.<\/p>

The Department can take other actions to support those experiencing economic abuse, such as making a managed payment of rent direct to landlords. We also ensure that claimants who disclose abuse are signposted to specialist organisations for support. All work coaches undergo mandatory training regarding how to support vulnerable claimants, including recognising the signs of domestic abuse. The Department recognises its legal duty to protect the health, safety and welfare of our employees; this includes identifying and reducing workplace stressors. Our approach is a holistic one that utilises the Health and Safety Executive (HSE) Management Standards for work related stress and follows key principles to help identify and reduce work place stressors.<\/p>

2,473 employees took sick leave for reasons relating to stress in the last 12 months which represents 3% of our paid staff. As a percentage, such absences equated to 10.7% of all Working Days Lost due to sickness absence. However, as the Department continues to pay salaries during sickness absence there is no direct financial cost.<\/p>

<\/p>

Our approach to absence is fair but robust with the emphasis on health promotion and absence prevention. The Department has a range of support from mental health toolkits, stress reduction plans plus tailored support for people who do go off sick or need support through our Employee Assistance Programme which includes counselling.<\/p>

The Department has 965 Mental Health First Aiders, who provide acute, short-term and structured support to individuals, provide reassurance and signpost colleagues to both DWP and external sources of support as appropriate. The development of a detailed policy to split payments of Universal Credit in Scotland is something for the Scottish Government to determine.<\/p>

<\/p>

Any policy has to be capable of implementation and as a consequence must fit with the existing architecture of the system if it is not to undermine system stability for all claimants across Great Britain.<\/p>

<\/p>

Scottish Government final proposals have not yet been shared with the Government. We welcome the great care Scottish Government is taking with this.<\/p>

<\/p>

When a comprehensive set of proposals has been decided upon by the Scottish Government, we will provide advice on timing and implementation dates, with regard to the wider plan to deliver Universal Credit and the relative priorities of split payment proposals against other demands.<\/p>
