The British Government is committed to supporting the Egyptian people\u2019s aspiration for a full and functioning democracy. We continue to believe that stability and prosperity in Egypt is dependent on open and inclusive politics and on full respect for the rights contained in the Egyptian constitution. That is why in recent months Foreign and Commonwealth Office Ministers have asked the Egyptian authorities to take action to release journalists and political detainees who remain imprisoned, to review mass judicial decisions, and to remove restrictions on civil society.<\/p>

I personally raised human rights concerns with Egyptian Deputy Assistant Minister for Human Rights, Dr Mahy Abdel Latif on 14 January. We discussed the importance of women\u2019s rights and the case of the imprisoned international journalists, who have since been deported or released pending a retrial. The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Bournemouth East (Mr Ellwood), raised the need for political reform during his visit to Egypt on 13-15 January. He stressed the importance of upholding the fundamental human rights guaranteed in the Egyptian constitution.<\/p>

Along with discussing human rights in our conversations with the Egyptian government, at the UN\u2019s Universal Periodic Review of Egypt\u2019s human rights situation on 5 November 2014, the UK made recommendations focussing on the ability of civil society to operate freely and the protection of women\u2019s rights.<\/p>

We are concerned about the case of Mr Mohammed Hegazy, who converted to Christianity in 1998. We raised Mr Hegazy\u2019s case at official level with the Egyptian Embassy in London on 7 January.<\/p>

We deplore all discrimination against religious minorities and constraints on their freedom to practise their faith. The Government of Egypt has clearly stated its commitment to protecting the rights of minorities and of the need for religious tolerance, and the Egyptian constitution contains protection for freedom of religious belief. It is important that these rights are respected.<\/p>

In September our Ambassador to Egypt called on the Patriarch of Alexandria, and officials from our embassy in Cairo recently met members of the Coptic Christian community to discuss the challenges they face.<\/p>

The British Government will continue to raise concerns about such cases with the Egyptian authorities.<\/p>

The Secretary of State for Foreign and Commonwealth Affairs, my right hon. The Foreign Secretary made a press statement on 2 February welcoming the release of Peter Greste but stating his concern that Mohamed Fahmy and Baher Mohamed remain in detention. He called on the Egyptian authorities to review their cases and the sentences of those tried in absentia as a matter of urgency.<\/p>

We regularly raise the case of detained journalists, including Mohamed Fahmy and Baher Mohamed, in our conversations with the Egyptian government. Most recently, officials discussed this case with the Egyptian Ambassador in London on 22 July.<\/p>

The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron) and the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), raised international concerns about the human rights situation and political inclusiveness in Egypt with Egyptian Foreign Minister Shukri on 27 October.<\/p>

The Egyptian constitution contains protection for freedom of religious belief and it is important that this is respected. The British Government will continue to raise concerns with the Egyptian authorities and to encourage them to promote and defend the freedom of religion.<\/p>

We believe that a genuinely open political process, in which all political groups are able to participate, offers the best prospect of long-term political stability in Egypt. Shukri assured the Prime Minister that Parliamentary elections would take place in the coming months.<\/p>

Since 2011 DFID has provided assistance to Egypt through the regional £125 million Arab Partnership Economic Facility (APEF), which supports economic reform and development in Egypt, Tunisia, Jordan, Morocco and Libya. Examples of DFID support in Egypt include technical assistance for the passing of a new micro-finance law and the development of a new poverty database; the provision of capacity building support and access to finance for micro, small and medium-sized enterprises; and a rights and skills programme for female-headed households.<\/p>

Many of the regional APEF projects will continue in 2015/16 and support will also be provided through the cross-government Conflict, Stability and Security Fund (CSSF). We raise our human rights concerns regularly with the Egyptian government, including some of the issues highlighted by Human Rights Watch. On 17 May, the Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. The UK believes that progress on the economy, democracy and human rights are essential for security and stability in Egypt. We do not under-estimate the threat Egypt and the region face from terrorism and violent extremism, and we are committed to deepening our partnership with Egypt to defeat terrorist violence. But this must be done within a framework of respect for human rights.<\/p>

We urge the Egyptian authorities to apply the rule of law consistently in line with international standards, and to implement the rights contained in Egypt\u2019s constitution by protecting the right to freedom of expression and association. In recent months, Foreign and Commonwealth Office Ministers have asked the Egyptian authorities to take action to release journalists and political detainees who remain imprisoned; to review mass judicial decisions; and to remove restrictions on civil society.<\/p>

The UK is at the forefront of the international response to the Syria crisis. The UK has already allocated £700 million to support internally displaced persons inside Syria and Syrian refugees in neighbouring countries, of which £2.3 million has been provided to Syrian refugees in Egypt in 2013/14. The UK Government has also been active in raising concerns on the treatment and detention of refugees and migrants within Egypt with the relevant authorities as well as providing diplomatic support to the work of UNHCR and other actors on these issues. The UK, through the tri-departmental Conflict Pool, is also supporting work to strengthen border management in the region.<\/p>

DFID is helping to address economic challenges in Egypt, promoting economic opportunities to reduce hardship. For example DFID is supporting job creation and economic reform through the £125m regional Arab Partnership programme. This has included working with young people and other marginalised groups on developing the skills and opportunities to find and create sustainable jobs.<\/p>

The British Government is concerned about reports of kidnapping in Egypt. We have been clear throughout recent events in Egypt that freedoms in the Egyptian constitution, including of religious belief, need to be protected as a vital component of a democratic society. Most recently, the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), and the Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Bournemouth East (Mr Ellwood), raised the need to protect human rights in their meeting with the Egyptian Foreign Minister on 27 October.<\/p>
