We are concerned that some women\u2019s rights defenders, including Loujain al-Hathloul, remain in detention. We raise our concerns regularly and freely, using a range of Ministerial and diplomatic channels, including our Ambassador and Embassy team in Riyadh. The Foreign Secretary raised the detention of women\u2019s rights defenders during his visit to Saudi Arabia in March. The COVID-19 pandemic has presented a serious challenge to all countries, and Latin America is facing one of the deadliest outbreaks. Inevitably this has added to the difficulties Colombia faces with the implementation of the Peace Accord, but all parties have taken effective steps to try to mitigate this impact, as the Special Representative, Carlos Ruiz Massieu, noted in his most recent report. At the UN Security Council on 14 July, our Permanent Representative commended the parties for having adapted quickly to the situation, and urged the Colombian government to continue to work with its domestic and international partners to provide assistance to former combatant communities so reintegration could remain on track despite an economic downturn.<\/p>
During this challenging time, the Colombian government has reaffirmed its commitment to implementing the 2016 peace agreement in full. The UK will continue to support the Colombian peace process and to emphasise the importance of pressing ahead with work to consolidate peace and build stability. The UK remains concerned about the persistent level of violence towards human rights defenders in Colombia and we have noted indications that this may have worsened during the COVID-19 lockdown. We regularly raise this issue, as well as specific cases of concern, with the Colombian Government and in multilateral fora. We have also called on the Colombian Government to prioritise tackling and preventing this violence. Most recently, our Permanent Representative to the UN expressed our deep concern at the UN Security Council on 14 July. I also raised the issue during a phone call with Colombian Foreign Minister Claudia Blum on 2 June.<\/p>

President Duque's government has publicly committed to implementing the Peace Accords of 2016 in their entirety. In meetings with the President in London last year, the then-Foreign Secretary made it clear that the UK sees the transitional justice system, including the Special Jurisdiction for Peace, and the involvement of victims as vital elements of the 2016 accords. President Duque's signing of the transitional justice law last June was welcome, and we are pleased that the institutions established under that law have since begun their work.<\/p>
We continue to emphasise our support for transitional justice both with the Colombian government and in multilateral fora, including most recently at the UN Security Council on 14 July, where our Permanent Representative commended the institutions' quick adaptation to the COVID-19 pandemic by moving their work online. We are aware that the parties to the Peace Accord would like the UN Verification Mission to take on a role verifying compliance with the sanctions handed down by the Special Jurisdiction for Peace. \u200bIn 2017, officials from the Foreign and Commonwealth Office (FCO) collaborated with representatives of civil society organisations to update the FCO's "Guidelines on Working with Human Rights Defenders". These Guidelines were issued to all Ambassadors and High Commissioners in December. They give guidance on how UK diplomats should become well acquainted with civil society representatives, including human rights defenders. Each Ambassador and High Commissioner is able to decide how to apply the Guidelines in the context of the country to which they are accredited. With this decentralised, flexible approach, diplomats overseas are able to make decisions based on local knowledge and conditions. The FCO believes that this is a better approach than a prescriptive, centrally-driven strategy.<\/p>

\u200bThe Foreign and Commonwealth Office (FCO) protects and supports human rights defenders in a variety of ways, including by funding projects through the Magna Carta Fund for Human Rights and Democracy (MCF) and the Conflict, Stability and Security Fund (CSSF). Figures for MCF-funded projects specifically focussing on human rights defenders are only available from 2016. In financial year 2016/17, the FCO spent an estimated £609,185 from MCF on projects to protect and/or support human rights defenders. The figure for financial year 2017/18 is likely to be approximately £449,430. These figures do not take into account work funded from the CSSF or projects which supported human rights defenders that fall into different thematic areas such as freedom of expression or freedom of religion or belief. An accurate and comprehensive estimate of the full value of FCO's work to protect and support human rights defenders would need to take into account the full economic cost of non-project activities such as communications, attendance at trials, and diplomatic engagement with overseas governments and state institutions.
