In 2018 the UN Central Emergency Response Fund (CERF) held $555.3 million for global responses. The UK contribution to the 2018 CERF was US$114.3million, or £89 million. The British Government has supported a range of activities designed to tackle irregular migration in Libya through the Conflict, Stability and Security Fund (CSSF). Currently the CSSF supports the National Crime Agency-led Organised Immigration Crime Taskforce which, in the last 12 months, has supported the development of a Libyan-owned serious organised crime strategy, sharing best practice with the Libya Attorney-General's Office, and building niche law enforcement capabilities with trusted Libyan partners to tackle modern slavery and organised immigration crime threats. We remain deeply concerned by the situation in Libya and reports of violence in Libyan detention centres. The UK is clear that all parties to the conflict must commit to a ceasefire, ensure unconditional humanitarian access, and return to political talks. All parties to the conflict must do all they can to prevent any further loss of life, including by respecting their obligations under International Humanitarian Law, and evacuating those at risk to safety. The UK has announced a contribution of £1 million to the UN Flash Appeal. The UK Government currently supports the EU's Operation Sophia through the provision of staff to its Operational Headquarters, although Operation Sophia's naval operations are currently suspended. Since October 2015, the UK has allocated over £175 million of humanitarian assistance in response to the Mediterranean migration crisis, including substantial support in Libya. Projects related to migration, dating back to 2015, are listed below.<\/p>

As part of the Department for International Development's £75 million programme supporting interventions in origin, transit and destination countries across the sub-Saharan and north African migration routes, up to £5 million will be allocated to humanitarian assistance and protection for migrants and refugees in Libya. In addition, a new multi-year programme worth £3.29 million focuses on multi-sector humanitarian assistance and building capacity of primary health care services.<\/p>

These programmes illustrate the UK's "whole of route" approach to supporting safe, legal and well-managed migration. Drawing on a range of funding sources, including UK Aid, the UK acts with and through key partners such as the UN High Commissoner for Refugees (UNHCR) and the International Organisation for Migration (IOM), and builds the capacity of key Libyan actors (for example in the criminal justice sector) to provide the long-term capabilities to tackle the associated threats and drivers.<\/p>

The information back to 2011 is not readily available/held centrally and could only be obtained at disproportionate cost.<\/strong><\/p>
