The Government is committed to supporting families. To achieve this, in 2014 we introduced the Family Test, which aims to ensure that impacts on family relationships and functioning are recognised early on during the process of policy development and help inform the policy decisions made by Minsters. There is no requirement for departments to publish the results of assessments made under the Family Test.

The Family Test is an integral part of the policy making process and is applied in a proportionate way in the development of all new policy in line with the Family Test guidance.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4161", "label" : {"_value" : "Biography information for Lord Gardiner of Kimble"} } , "answeringMemberPrinted" : {"_value" : "Lord Gardiner of Kimble"} , "dateOfAnswer" : {"_value" : "2018-09-18", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-09-18T11:38:07.453Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "13"} , "answeringDeptShortName" : {"_value" : "Environment, Food and Rural Affairs"} , "answeringDeptSortName" : {"_value" : "Environment, Food and Rural Affairs"} , "date" : {"_value" : "2018-09-04", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Department for Environment, Food and Rural Affairs: Families"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government how many Department for Environment, Food and Rural Affairs policies have been assessed against the Family Test; and whether they will publish any such assessments.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4184", "label" : {"_value" : "Biography information for Baroness Eaton"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Eaton"} ], "uin" : "HL9948"} , {"_about" : "http://data.parliament.uk/resources/533029", "AnsweringBody" : [{"_value" : "Department for Environment, Food and Rural Affairs"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/533029/answer", "answerText" : {"_value" : "

As I said in my answer to PQ HL7316 on 5 April this year, air quality monitoring data collected in and around Heathrow Airport is presented on the Heathrow AirWatch website which is funded via a joint working partnership consisting of Heathrow Airport Ltd, London Boroughs of Hillingdon and Hounslow, Slough and Spelthorne Borough Councils and British Airways. It is managed by the consultant Ricardo Energy and Environment.

Two local monitoring sites are included in the Government’s national monitoring network (the Automatic Urban and Rural Network). All national air quality monitoring data is available on the Government’s UK-Air website.

Planning guidelines since 2008 have been clear that development in areas at risk of flooding should be avoided unless it is made safe, does not increase flood risk elsewhere and is appropriately flood resilient and resistant. This was reinforced in the national planning policy framework (NPPF) and strengthened in the revised NPPF published on 24 July.

The government’s funding policy published in May 2011 states that new properties built after 1 January 2012, or existing buildings converted into housing after that date, should not be counted when risk management authorities are making the case for government funding support to build or improve flood defences.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4161", "label" : {"_value" : "Biography information for Lord Gardiner of Kimble"} } , "answeringMemberPrinted" : {"_value" : "Lord Gardiner of Kimble"} , "dateOfAnswer" : {"_value" : "2018-08-01", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-08-01T12:24:42.38Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "13"} , "answeringDeptShortName" : {"_value" : "Environment, Food and Rural Affairs"} , "answeringDeptSortName" : {"_value" : "Environment, Food and Rural Affairs"} , "date" : {"_value" : "2018-07-24", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Flood Control"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what assessment they have made of the financial impact on taxpayers of protecting new homes from flooding where those homes have been built in areas of high flood risk.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4176", "label" : {"_value" : "Biography information for Lord Shipley"} } , "tablingMemberPrinted" : [{"_value" : "Lord Shipley"} ], "uin" : "HL9894"} , {"_about" : "http://data.parliament.uk/resources/947608", "AnsweringBody" : [{"_value" : "Department for Environment, Food and Rural Affairs"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/947608/answer", "answerText" : {"_value" : "

As the Minister responsible for this policy area, in late 2017 Dr Thérèse Coffey visited Norway to find out more about the deposit return scheme (DRS) in operation there. This includes polyethylene terephthalate (PET) plastic drinks containers within the scope of collection for recycling.

Minister Coffey met representatives of Infinitum AS (the DRS operator and administrator) and TOMRA (a manufacturer of reverse vending machines which accept plastic bottles returned by consumers). The Minister also tested reverse vending machines in a supermarket.

The Government has confirmed that it will introduce a DRS in England, subject to consultation later this year. This visit has informed the development of the consultation.

It is important that farmers and growers are treated fairly by other operators in the supply chain. The Groceries Code Adjudicator plays an important role in making sure that businesses who supply directly to large supermarkets are treated lawfully and fairly.

Many farmers and producers do not supply supermarkets directly, and earlier this year the Government announced a package of measures to help farmers by improving transparency and integrity in the supply chain. These measures included:
