In November 2016 a measles and rubella elimination strategy group was established to oversee the development of a United Kingdom-wide Measles and Rubella elimination strategy, which will outline the UK\u2019s renewed commitment to the World Health Organization targets and make recommendations for further action.<\/p>

Public Health England (PHE) and NHS England work closely with providers at a local level to target specific communities where uptake of the Measles Mumps and Rubella vaccine is known to be poor, as well as widening access by commissioning a range of alternative providers to complement existing general practitioner activities and community health service delivered immunisations.<\/p>

Public Health England routinely monitors coverage for the national immunisation programme, including the measles, mumps and rubella (MMR) vaccine on a quarterly and annual basis.<\/p>

National coverage figures reported for the MMR first dose as measured at five years show coverage, which reached the World Health Organization recommended target level of 95% for the first-time last year, was 94.9% in England in 2017-18. There has been an increase in cases of measles since the end of 2017 with close to 1,000 cases reported in 2018. However, the majority of these cases (628/966, 65%) are in individuals aged less than one year old and over 15 years i.e. those not in recently vaccinated age cohorts. Two Measles, Mumps and Rubella (MMR) vaccines are licensed for use in the United Kingdom: M-M-RVaxPro and Priorix. Both vaccines are on the National Health Service\u2019s routine immunisation schedule. The quality, safety and efficacy of both M-M-RVaxPro and Priorix have been evaluated before they were given a Marketing Authorisation in Europe, and the Marketing Authorisation Holder for each vaccines is legally required to submit periodic safety update reports to the regulator, which are documents intended to provide an evaluation of the risk-benefit balance of a medicinal product at defined time points after its authorisation. The sites at which the products are manufactured are also required to undergo periodic inspections to ensure that they comply with Good Manufacturing Practices. Each batch of vaccines is tested by an official medicines control laboratory (OMCL). OMCL testing is independent of and in addition to the manufacturer\u2019s testing. These procedures ensure that the MMR vaccines available in the UK are safe and efficacious and that the manufacturers/Marketing Authorisation holders are held accountable for their products.<\/p>

Between 2013/14 and 2018/19 coverage for one Measles, Mumps and Rubella (MMR) vaccine dose at 24 months decreased 2.4% points from 92.7% to 90.3%. Coverage for two doses, at five years of age, decreased 1.9% points from 88.3% in 2013/14 to 86.4% in 2018/19. Coverage of the first dose by five years of age in England has been more or less stable from 2015 to 2018 reaching the World Health Organization\u2019s target level of 95% for the first-time in 2016-17 but dropping to 94.9% in 2017-18.<\/p>
