The budget for the transition to Individual Electoral Registration (IER) was set in 2010, based on robust cost projections and included optimism bias in line with best practice. Careful management of budgets, combined with an agile approach to the development of the IT supporting the move to IER has helped to ensure that, to date, the programme has come in under budget. <\/p>

DCLG Ministers and officials talk regularly to elected members and officers of local authorities about a range of issues.<\/p>

The nationally run Community Care Grants and Crisis Loans were poorly targeted and failed to help those most in need. So, in 2012 as part of wider welfare reform, the Department for Work and Pensions abolished these national discretionary schemes and transferred responsibility to local authorities so they could deliver and tailor new local support as part of their existing services to their communities.<\/p>

Councils can continue to provide support to those in their community who face financial difficulties or who find themselves in unavoidable circumstances, but there is no requirement to replicate the previous approach adopted by central government.<\/p>

In contrast to a centralised grant system that was poorly targeted, under the Department for Work and Pensions' reforms, councils can now choose how best to support local welfare needs within their areas \u2013 what is right for, say, Barrow and Furness may not be for other authorities. Some councils have already chosen to wind down their dedicated schemes following underspends.<\/p>

In the next Spending Round period, from April 2015, central government continues to provide support to local authorities through general funds as part of the Coalition Government's commitment to reducing ring-fencing and ending top-down Whitehall control.<\/p>

The Department for Work and Pensions provided a separate fund for 2013-2015 and are carrying out a review of the provision to date.<\/p>

Please note that the data includes a small number of individuals who have never served a custodial sentence. These individuals present specific risk factors that indicate they pose a serious risk of harm to the public or to the good order of an Immigration Removal Centre, including the safety of staff and other detainees, which cannot be managed within the regime applied in IRCs.<\/p>

To extract this small number of cases who have not served a custodial sentence would incur a disproportionate cost as this would involve looking at individual records.<\/p>

  2. For around 10% of all new claims, the duration cannot be determined due to data not being available, so these have been excluded from the analysis above. These are mainly claims with the one or other of the dates missing so the time from the claim start to the notification of the WCA output cannot be calculated. Those still waiting for an assessment are also excluded.<\/li>
  3. The data presented above comes from benefit claims data held by the Department for Work and Pensions. It related to new ESA claims; Incapacity Benefit (IB) claims reassessments are not included. In October 2008, ESA replaced IB for new claims. Starting with a trial in October 2010, and reaching a full scale national roll-out in April 2011, existing IB claims began to be phased out, with claimants reassessed to see if they qualify for ESA instead.<\/li>
  4. As the Official Statistics on ESA and the WCA do not focus on benefit durations, the underlying data used to provide the information has not been quality assured to the same level, and should be treated with caution.<\/li>
  5. ESA payments commence from the start of the claim. Where the WCA takes longer than 91 days and the claimant is found to be eligible for the benefit payments of the relevant component will be backdated to the 92nd<\/sup> day.<\/li><\/ol>
