We have to recognise that the UK is not immune to problems elsewhere in the world. The UK has one of the most open economies in the world through trade and financial channels. In particular, growth in the euro area \u2013 our largest trading partner \u2013 is weak and we have to expect that to dampen our own recovery.<\/p>

Since entering office, this Government has worked consistently towards a rebalancing of the UK economy and growing our trade with all parts of the world, including key emerging markets. Since 2010, for example, UKTI has increased the number of its overseas-based staff working outside the EU from 875 to 1060, reflecting the growing priority being given to non-EU markets; and, excluding aircraft, nearly all of the exports supported by UK Export Finance in recent years have been to markets outside the EU. Ministers continue to take an active role, including through the Chancellor-led annual Economic and Financial Dialogues with India and China, the most recent of which secured £2.4 billion in bilateral investment deals.<\/p>

The Political Declaration states that the future economic partnership between the UK and EU \u201cshould ensure no tariffs, fees, charges or quantitative restrictions across all sectors\u201d. In December 2018 the Government agreed to ramp up its no deal preparations. In line with this, the Department for International Trade\u2019s (DIT) teams in Europe have increased their preparations for a no deal exit from the EU and have recommended that businesses enact their own no deal plans to ensure they are similarly prepared. DIT is also engaged with national and local governments, port authorities and other key stakeholders in Europe to minimise any disruption to supply chains.<\/p>
<\/p>
More widely, the DIT teams in Europe have been reassuring European businesses that the UK remains open for business; that we remain an advocate for free trade and open markets; and that the UK will continue to be an important trading partner for European businesses after we leave the EU. DIT teams have also been working with Governments, businesses, trade associations and other business service providers to ensure that European businesses prepare for the UK\u2019s exit from the European Union so they can continue to play an important part in UK supply chains.<\/p>

HMRC are introducing temporary easements for a no deal scenario making it easier for businesses to import goods from the EU using Roll on Roll off locations. It remains government policy to secure a deal with the EU but, in the event of a no deal, trade with the EU will become subject to customs controls as is the case now for trade with the rest of the world.<\/p>

Businesses will need to consider, based on their own circumstances, how they want to engage with the customs system in the future. Most currently choose to appoint a customs agent to make declarations for them, but they can also use commercial software to self-serve. Recognising business concerns, HMRC has introduced a number of temporary easements to help business and to maintain the flow of trade across borders.
