The UK is deeply concerned about violence and instability in the Democratic Republic of Congo (DRC), especially in the east. We are committed to promoting stability and supporting peacebuilding in DRC, both bilaterally and through the multilateral system. In 2020/21 we provided approximately £52 million and three military staff officers to support the UN peacekeeping mission, MONUSCO. Protecting communities in the DRC from violence is an immediate priority, which is why the UK, alongside other UN Security Council members, has ensured that it remains central to the mandate of MONUSCO. We also mandated MONUSCO to reinforce its troops in Beni, North Kivu during the Mission's last mandate renewal.<\/p>

We are working with MONUSCO and international partners to support more effective operations against armed groups, in particular through reforms to the Force Intervention Brigade (FIB). Enhanced Quick Reaction Forces, an adequately manned HQ and enhanced in-theatre intelligence capabilities should allow the FIB to be more robust in tackling the continued threat of armed groups in North Kivu and Ituri. We expect tangible progress and results by the end of 2021. We are deeply concerned by the abduction and continued captivity of children by Boko Haram and Islamic State West Africa (ISWA) in North East Nigeria. Leah Sharibu, who was abducted by ISWA in 2018, and a number of the Chibok schoolgirls, abducted by Boko Haram in 2014, are among those still missing. We continue to raise these cases with the Government of Nigeria, most recently in June. Rwanda has made significant progress on social and economic rights in recent years, and we work in partnership on a range of priorities including girls' education, building back from COVID-19, climate and the Commonwealth. But the UK Government remains concerned about restrictions on civil and political rights. We are deeply concerned by Eritrean involvement in the conflict in Tigray. My predecessor has made clear to the Eritrean Ambassador the UK's concern about reports of human rights violations by all parties to the conflict and the need for the withdrawal of Eritrean troops from Tigray. We are deeply concerned by the threat from extremist groups in north-eastern Mozambique, including the attack in the vicinity of the Liquid Natural Gas (LNG) facility in Palma in March. On 26 and 28 March, my predecessor condemned the appalling attacks in Cabo Delgado and made clear that we stand with the people of Mozambique against terrorism. Lord Ahmad, the UK's Minister of State for Human Rights, also spoke to Mozambican Foreign Minister Macamo in March, reaffirming UK support to help Mozambique fight terrorism, and stressing that respect for human rights must be at the forefront of Mozambique's response. We are working with the Government of Mozambique to address the root drivers of conflict and instability, including by providing targeted assistance under the framework of a Defence Memorandum of Understanding. The UK is also working to strengthen international cooperation, and co-chairs with Ireland a high-level international taskforce on Cabo Delgado.<\/p>

We welcome news that Rwandan, Southern African Development Community and Mozambican Forces have recovered areas previously under insurgent control. We are deeply concerned by the threat from extremist groups in north-eastern Mozambique, including the attack in the vicinity of the Liquid Natural Gas (LNG) facility in Palma in March. On 26 and 28 March, my predecessor condemned the appalling attacks in Cabo Delgado and made clear that we stand with the people of Mozambique against terrorism. Lord Ahmad, the UK's Minister of State for Human Rights, also spoke to Mozambican Foreign Minister Macamo in March, reaffirming UK support to help Mozambique fight terrorism, and stressing that respect for human rights must be at the forefront of Mozambique's response. We are working with the Government of Mozambique to address the root drivers of conflict and instability, including by providing targeted assistance under the framework of a Defence Memorandum of Understanding. The UK is also working to strengthen international cooperation, and co-chairs with Ireland a high-level international taskforce on Cabo Delgado.<\/p>

We welcome news that Rwandan, Southern African Development Community and Mozambican Forces have recovered areas previously under insurgent control.
