Grand Central will not pay the same access charges as Intercity East Coast as Open Access Operators do not pay Fixed Track Access Charges (FTAC). As at 31 March 2014, the National Health Service Litigation Authority (NHS LA) estimates that it has potential liabilities of £26.1 billion, of which £25.7 billion relates to clinical negligence. This is an increase of £3.1 billion from 31 March 20143</ins></del>, which can mainly be attributed to a continual rise in clinical negligence claims over recent years. There are a number of factors driving this increase, including the rise in the number of patients cared for and in the complexity of their care; and the general rise in litigation across a number of sectors including the NHS, driven in part by ‘no win, no fee’ agreements. It is anticipated that the effect of the latter is likely to diminish as a result of the Government’s Legal Aid Sentencing and Punishment of Offenders Act of 2012.

The Department believes the best way to reduce negligence claims is to improve patient care and safety. In March 2014, the Secretary of State for Health issued a call to action to make the NHS the safest healthcare system in the world and achieve a three-year goal to halve avoidable harm and save 6,000 lives. The Sign up to Safety campaign embodies the ambition of the NHS to build a culture of safety, bringing together individuals and organisations with a contribution to make towards the patient safety goal. Elements of this campaign will focus on a reduction in avoidable harm that can lead to compensation claims. Organisations that sign up are setting out what they will do to strengthen patient safety, including a safety improvement plan which shows how their organisation intends to save lives and reduce harm for patients over the next three years. The NHS Litigation Authority, which already provides a “safety and learning service” to trusts, will support those organisations which have patient safety improvement plans that show a likely reduction in their higher volume, higher value claims.

The Government's Mandate to NHS England, sets out our ambitions for the health service, which include an objective that NHS England ensures clinical commissioning groups work with local authorities to ensure that vulnerable people, particularly those with learning disabilities and autism, receive safe, appropriate, high quality care. NHS England sets out how it will achieve the objectives in the Mandate in its 2014-15 – 2016-17 business plan. The Government will hold NHS England to account for its achievement.

Everyone Counts: Planning for Patients 2014/15 to 2018/19sets out a framework within which commissioners will need to work with providers and partners in local government to develop five year plans to secure the continuity of sustainable high quality care for all. Building on Everyone Counts, NHS England is beginning a programme of work to consider how to improve quality of and access to health care for people with learning disabilities. Within the framework there is specific reference to Transforming Care: A national response to Winterbourne View Hospital. This is a non-negotiable item that NHS England expects to be part of every relationship between commissioners and providers. As part of this, clinical commissioning groups, local authorities and specialised commissioners should work together to implement the core specification which describes the core principles that must be present in all education, health and social care services for children, young people, adults and older people with learning disabilities and/or autism who either display, or are at risk of displaying, behaviour that challenges.

NHS England is committed to work to reduce premature mortality amongst people with learning disability, including actions in response to the Confidential Inquiry into Premature Deaths of People with Learning Disabilities.

The Department for Education believes that improving the quality of teaching in literacy and numeracy is crucial to building the foundation for future study and work. The Government has revised the national curriculum and set more rigorous and challenging content in English and mathematics to match the highest performing countries around the world. The new programmes of study for English and maths will challenge pupils to realise their potential in an increasingly competitive global market.

The new maths GCSE will have more content, be more challenging and – alongside English - will be double weighted in school performance tables. The Department has recently allocated £11 million to fund over</del> 32 new maths hubs to support a more challenging maths GCSE to improve the quality of maths education. This initiative, which includes a teacher exchange programme with Shanghai, will enable every school and college in England, from early years to the post-16 sector, to access locally-tailored support in all areas of maths teaching and learning.

The new national curriculum for English places a greater emphasis on reading and requires pupils to study a range of books, poems and plays.

The national curriculum for English will give teachers greater flexibility and freedom which will help to raise standards and expectations for all pupils. It has been significantly slimmed down and will free up teachers to use their professional judgement to design curricula that meet the needs of their pupils.

The high level assessments of potential options for the route of Phase Two of HS2, including options for serving Liverpool, were published and can be found at:

https://www.gov.uk/government/publications/options-for-phase-two-of-the-high-speed-rail-network.

The potential route of HS3 to introduce improved rail links in the North has not been decided. The plans are at an early stage. The Government has asked Sir David Higgins to produce a Plan for bringing the benefits of high speed rail to the north more quickly, as well as initial proposals for faster east-west connections – including options on route, timescales and cost, and to deliver this in the Autumn. This will start the process by which we can have a proper debate about the future of rail connectivity in the North.

There are no current plans to initiate a formal review of the student loans system in England.

The costs of the loan system are based on projections of graduate repayments over the next 35 years. These projections were revised in 2013-14 following changes to the student loan repayments model but will continue to fluctuate due to numerous macroeconomic variables, and present no immediate pressure on the system. Funding for new student loans is secure for the remainder of the Spending Review period.

Energy suppliers provide direct bill support for low income households through the Government’s Warm Home Discount scheme. As the original impact assessment for the scheme made clear, the scheme grew in part out of a concern about affordability of energy bills and accessibility of appropriate tariffs for those on low incomes. The scheme is now hugely successful.</del> This year the</del> The </ins>Warm Homes</ins> Discount will increase to</ins> give eligible low-income bill payers £140 money off their energy bills, helping over 2 million people including 1.4 million of Britain’s most vulnerable pensioners.

There has been consideration of the role of differentiated tariffs as part of the Hills Review of Fuel Poverty, and in the development of Fuel Poverty: Framework for future action and Cutting the cost of keeping warm, the consultation to prepare for a new fuel poverty strategy.

We continue to monitor the impacts of the Ofgem’s Retail Market Review and wider Government action to ensure consumers are treated fairly in the energy market and are better able to the choose a deal that suits them.
