The Government\u2019s policy paper (Cm 9464), which was laid before Parliament on 26 June, states that in order to help provide certainty for EU students starting courses as we implement the UK\u2019s exit, current EU students and those starting courses at a university or FE institution in the 2017/18 and 2018/19 academic years, will have a right to remain in the UK to complete their course.<\/p>

We are considering the options for our future immigration system very carefully. As part of that, it is important that we understand the impacts of different options on different sectors of the economy, including universities, and on specific groups such as students. EU citizens and their family members have the right to enter, live and acquire permanent residence in other Member States when certain conditions are met, as set out in EU law. Where they are exercising Treaty rights as a student, the EU national is required to hold comprehensive sickness insurance and have sufficient resources so as not to become a burden on the social assistance system of the UK. This is irrespective of the level at which they are studying or whether they are affiliated with the National Health Service (NHS). These conditions must have been met if they then become economically active, and later rely on such periods as a student to qualify for permanent residence.<\/p>"}

The UK remains a highly attractive destination for both EU and non-EU students, with their numbers remaining at a record high. The total number of international students (EU and non-EU) studying in the UK has increased from 442,000 in 2016/17 to 458,000 in 2017/18.<\/p>
The government fully recognises the important economic and cultural contribution that EU and international students make to the UK\u2019s higher education sector. We want that contribution to continue and we are confident \u2013 given the world-class quality of our higher education sector \u2013 that it will. We welcome international students and there continues to be no limit on the number who can come here to study, nor any plans to limit any institution\u2019s ability to recruit them.<\/p>
That is why the government announced on 21 January that an international education strategy will be produced by the Department for Education and the Department for International Trade in 2019. The strategy will set out the government\u2019s ambition for international education, in which international students play a key role, and plans to support the sector in driving growth in education exports.<\/p>

EU students, staff and researchers make an important contribution to our universities. We want that contribution to continue and we are confident, given the quality of our higher education sector, that it will. We have agreed with the EU that current EU principles of equal treatment and non-discrimination will apply during the implementation period.<\/p>

We have agreed as part of the Withdrawal Agreement with the EU that those who are resident in the UK before the end of the implementation period will have a right to apply for leave to remain in the UK thereafter. Those within scope of the Withdrawal Agreement and who meet the relevant eligibility requirements will have access to home fees status and student loans after the end of the implementation period.<\/p>

We recognise how important it is that students and institutions have information on eligibility for student support before applications for courses open. With regard to the academic year 2019 to 2020, we will ensure ensure that this information is available as soon as possible.<\/p>"}
