The tax changes necessary to deliver the Freedom and Choice in Pensions agenda are contained in the Taxation of Pensions Bill. The provisions in this Bill will apply across the UK as the relevant tax legislation is not, in the main, a matter over which powers have been devolved.[<\/sup>1]<\/sup> The Pension Schemes Bill is being used to introduce further changes relevant to the Freedom and Choice agenda. Where these do relate to devolved matters in Northern Ireland, the Government is in the process of obtaining the necessary legislative consent motion and approval from the Northern Ireland Assembly.<\/p>

I am replying on the behalf of the Department for Business, Innovation and Skills. The Government is actively working to help all construction firms including those outside London. We are working with the industry to remove barriers to growth by improving the planning system and access to finance, and easing the burden of regulation.<\/p>

On the demand side, we are stimulating the house building industry - in Autumn Statement 2013 my Rt Hon Friend the Chancellor of the Exchequer announced a £1bn extension of the Local Infrastructure Fund for large scale housing sites, to unlock around 250,000 homes over 6 years. We are also stimulating infrastructure development. The National Infrastructure Plan (NIP) sets a strategic vision for forthcoming infrastructure needs. It has identified a pipeline of over 500 projects costing around £250bn to 2015 and beyond.<\/p>

On the supply side, we are working closely with the Construction Leadership Council to ensure that the industry is well placed to respond to growing markets, tackling issues such as skills, innovation, sustainability, productivity, efficiency and export performance.<\/p>

The sanctions have been designed to have the maximum impact on the actions of the Russian leadership while minimising the impact on the UK and EU. There will be a cost to the EU's economy, but there is a greater cost involved in not standing up to Russia's aggression. The Government has been clear that any pain as a result of economic sanctions should be shared equally across the EU.<\/p>

Due to the recent nature of the implementation of the sanctions Treasury officials are still in the process of analysing the initial data; it is a work in progress and not yet ready for public use.<\/p>

The Government has put a number of protections in place to limit repossessions.<\/p>

It established the independent Financial Conduct Authority (FCA) and gave them the responsibility to put in place robust protections to ensure fair treatment of borrowers facing payment difficulties. The Department for Work and Pensions also provides help for pensioners and those out of work to meet their mortgage payments through Support for Mortgage Interest. In addition, all borrowers can seek protection in the Courts using the Mortgage Pre-Action Protocol, which makes it clear that repossession must always be the last resort for lenders.<\/p>

However, a well-functioning mortgage market will always need to keep the possibility of repossession open as a last resort. Without this option, lenders have no reliable security against which to lend and the likely consequence would be higher mortgage rates.<\/p>
