The government is committed to ensuring that high quality mental health support is available for those that need it, in appropriate, safe settings. Investing in the quality and integration of mental health services will reduce pressure on the NHS and other public services. As announced at Autumn Budget 2018, funding for mental health services will grow as a share of the overall NHS budget over the next five years. Further detail will be set out in the NHS long-term plan in due course.

The Spending Review in November 2015 settled the level of funding that the National Health Service in England will receive over the course of this Parliament. The NHS will be receiving £10 billion more per year in real terms by 2020-21 compared to 2014-15. This increase in funding enables increases in both mental health funding and other key priorities. It supports NHS England’s own plan, the Five Year Forward View, delivering high quality care seven days a week.

This also supports the Five Year Forward View for Mental Health, published in February 2016. The Five Year Forward View for Mental Health, as the report of the Mental Health Taskforce, made the case for additional investment in mental health which will in turn deliver savings to the NHS including the acute sector. The Taskforce recommended, and we have accepted, investing £1 billion more per year in mental health by 2020-21.

NHS England is also monitoring investment in mental health as commissioners are required to increase their mental health spending in line with the growth in their overall programme allocation.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4019", "label" : {"_value" : "Biography information for Baroness Blackwood of North Oxford"} } , "answeringMemberConstituency" : {"_value" : "Oxford West and Abingdon"} , "answeringMemberPrinted" : {"_value" : "Nicola Blackwood"} , "dateOfAnswer" : {"_value" : "2016-11-21", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2016-11-21T17:33:47.32Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health"} , "answeringDeptSortName" : {"_value" : "Health"} , "date" : {"_value" : "2016-11-11", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Mental Health Services: Finance"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health, what assessment his Department has made of the potential effect of maintaining increases in mental health funding or funding for other NHS services; and if he will make a statement.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4372", "label" : {"_value" : "Biography information for Amanda Solloway"} } , "tablingMemberConstituency" : {"_value" : "Derby North"} , "tablingMemberPrinted" : [{"_value" : "Amanda Solloway"} ], "uin" : "52576"} , {"_about" : "http://data.parliament.uk/resources/862157", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/862157/answer", "answerText" : {"_value" : "

The Government is already committed to backing the National Health Service with an additional £8 billion, in real terms, by 2020/21. As part of the Budget announcement on 22 November, we have now committed to backing the NHS in England further so that by 2019/20 it will have received an additional £2.8 billion of revenue funding for frontline services than previously planned over the period. This includes £335 million this winter to help trusts to increase capacity. We have also committed £3.5 billion of new capital investment by 2022/23 to transform its estate and drive further efficiency savings.

The use of this funding allocation is a matter for NHS England. Decisions on funding have yet to be made, but the Mental Health Investment Standard makes clear that mental health investment must increase as a proportion of each clinical commissioning group’s spend each year.

The Government is committed to parity of esteem between mental health and physical health and delivering the Five Year Forward View for Mental Health. We have backed this with a significant increase in funding – spending on mental health has increased to a record £11.6 billion, with a further £1 billion on top of this by 2020/21. We are also investing an additional £1.4 billion in mental health services for children and young people.
