The Government has set out a unilateral offer to protect the rights of EU citizens living in the UK in all scenarios, and has been urging all Member States to do the same for UK nationals living in their countries.<\/p>

Despite the welcome progress made by some Member States to protect the rights of UK nationals in their countries, there are other areas where the offer to UK nationals falls short, particularly in relation to healthcare. This is why the Government supported the objective of the Costa amendment on the 27 February, as a ring-fenced agreement would achieve our aim of providing certainty to citizens whatever the outcome of negotiations. The Government is now writing to the EU institutions seeking clarity on their position in regards to ring-fencing the citizens\u2019 rights part of the Withdrawal Agreement.<\/p>

If a joint UK-EU commitment to ring-fence citizens cannot be achieved, protecting the rights of UK nationals in the EU would, in a no deal, ultimately be a matter for the EU and individual Member States. We are urging them to take all necessary measures to do so. The Foreign Secretary has written to all of his counterparts, and the Government is holding further urgent discussions with Member States to seek assurances on the rights of UK nationals in the EU.<\/p>

The Government\u2019s position on customs is as set out in the Political Declaration and we seek to further agree these proposals in the next phase of the negotiations.<\/p>

The UK and the EU will put in place ambitious customs arrangements, using all facilitative arrangements and technologies, which meet the objectives and principles set out in the Political Declaration, including recognising the development of an independent trade policy by the UK beyond the economic partnership with the EU.<\/p>

The Government has made clear that it values international exchange and collaboration. Officials in the Department for Exiting the EU and the Department for Education have met with the EUI to hold discussions to explore options to provide continuity and ensure UK students at the EUI can complete their studies.<\/p>

Should Parliament approve the deal the Prime Minister has negotiated with the EU, the UK will continue to apply the terms of the EUI Convention for the duration of the implementation period. The European University Institute Convention (EUIC) is an agreement between the Member States of the European Union. After 29 March 2019, the United Kingdom will cease to be a Member State of the European Union and, as such, the UK\u2019s membership of the EUIC will automatically cease. Leaving the EU with a deal remains the Government\u2019s top priority.<\/p>

The UK Government has repeatedly made clear that it values international exchange and collaboration in education and training as part of its vision for a global Britain.<\/p>

The UK\u2019s EU membership is inextricably linked to its current membership of the EUI Convention. As a result of exiting the EU, the UK will no longer be an EU member state and so, in a no deal scenario, the UK\u2019s membership of the European University Institute (EUI) Convention will automatically cease on 29 March 2019. However, the UK will continue to be part of the EUIC in a deal scenario.<\/p>

We will explore with the EUI options for future participation in its activities and we will work to ensure that UK students at the EUI will be able to complete their studies. Furthermore, UK universities will be able to continue to collaborate with the EUI in research projects even if the UK is no longer a member of the EUI Convention.<\/p>
