Safety-Critical posts are fielded across the Defence Equipment and Support (DE&S) organisation in a number of areas. The role of these posts is defined in DE&S policy as having specified safety-related, decision-making responsibilities and accountabilities, and must be filled by people competent to make such decisions. Should a post become vacant, priority is given to recruitment action. Until the vacancy is filled, the post responsibilities are either transferred to other competent people or, to ensure safety, related activities cease.

Safety-Critical post data is reviewed on a monthly basis and as at 1 April 2014 there were 97 vacant Safety-Critical posts in DE&S out of a total of 1,321. The Ministry of Defence is not aware of any EU cyber exercises planned for this year. With regards to NATO exercises, I refer the hon. Member to the answer given by my hon. There are seven NATO wide cyber exercises planned for 2014. Ministers, and the Prime Minister, travel on a regular basis to visit personnel deployed in Afghanistan and has done so for a number of years. Ministers also attend the Task Force Helmand homecoming parades in London, which include representatives of all the units that deployed. The Prime Minister hosted members of 1st Mechanised Brigade in the Palace of Westminster following their parade in October last year.<\/p>

In February 2013, the Minister for Defence Personnel, Welfare and Veterans (Anna Soubry) visited Aldershot to visit 1st Battalion, Irish Guards following their return from operational duties in Afghanistan. In addition, in December last year the Minister for Defence Equipment, Support and Technology (Philip Dunne) attended the thanksgiving and memorial service in Salisbury Cathedral for 1st Mechanised Brigade.<\/p>

The evaluation work for the More Than Meets The Eye campaign is expected to report in May. The figure quoted reflects the media costs of the campaign, and includes approximately £1.2 million from the existing contracted budget. I have placed a copy of the marketing brief and analysis of results for the Step Up campaign in the Library of the House. The Start Thinking Soldier campaign took place four years before the current partnering arrangement between the Army and Capita started. Although formal evaluation is no longer held for Start Thinking Soldier, I have placed the marketing brief for the television advertising in the Library of the House.<\/p>

The Army is always recruiting, as it requires a constant flow of personnel to enter as privates and officer cadets, and then to gain the knowledge and experience to be promoted through the ranks. Consequently, it will always need to run recruitment campaigns.
