Higher education providers have legal responsibilities under the Equality Act (2010) to support students, including those with mental health conditions. As independent and autonomous institutions it is for providers to determine the precise nature of any mental health training they offer to staff.

Mental health service provision is a priority for the government, which is why the former Prime Minister (Theresa May), my right. Hon friend for Maidenhead recently announced measures on 17 June which overhaul the government’s approach to preventing mental illness. These measures included providing £1 million to the Office of Students (OfS) for a competition to find innovative new ways to support mental health at universities and colleges. The OfS is currently working with students, sector representatives, experts and relevant government departments to develop priorities. They aim to publish further details by the end of the year.

The department is also working closely with Universities UK on embedding the Step Change programme. This calls on higher education leaders to adopt mental health service provision as a strategic priority and take a whole-institution approach to embed a culture of good mental health practice.

The University Mental Health Charter, which was announced in June 2018, is also expected to drive up standards in promoting mental health and wellbeing, positive working environments and excellent support for both students and staff.

The former Minister for Universities, Science, Research and Innovation (Chris Skidmore), my hon. Friend for Kingswood gave a speech on 7 May 2019 that focused on early career researcher contracts and employment conditions. The Independent Review of the Concordat to Support the Career Development of Researchers, led by Professor Julia Buckingham, has recognised issues of wellbeing and poor mental health as a significant challenge faced by early career academics and researchers. Recommendations to address these challenges are currently under review and a revised concordat is expected in September.

We hope future joint work by the OfS and Research England into the mental health and wellbeing of doctoral researchers can identify good practice to take forward in this area.

The annual Initial Teacher Training (ITT) census provides data on the number of trainee teachers recruited each year in which citizenship trainees are included in the “Other” subject category.

Analysis of the underlying data shows that in the academic year 2018-19, 37 postgraduate trainees began training in citizenship.[1][2] Of the 385 trainees included in the “Other” subject category, 146 trainees do not belong to any of the available subject categories and therefore it is not known if any of these are citizenship trainees.

The Department does not collect data on the subject options provided in schools therefore entries into GCSE citizenship by schools included in Key Stage 4 performance tables has been provided instead. In 2018, 492 schools included in Key Stage 4 performance tables had pupils with entries into GCSE Citizenship. [3][4][5] This accounts for 9.3% of schools included in Key Stage 4 performance tables for that year.

Citizenship is an important part of the national curriculum at Key Stage 3 and 4. We want all children to leave school with the knowledge, skills, and values that will prepare them to be citizens in modern Britain. Schools have freedom to decide how they wish to teach the citizenship curriculum to meet the needs of all their pupils.

[1] Figures for 2018/19 are provisional and subject to change.

[2] Data was extracted on 19 November 2018.

[3] Includes state funded and independent schools, excludes alternative provision and pupil referral units. School performance tables includes schools based on their status as of 12 September the previous year.

[4] Only entries by pupils at the end of Key Stage 4 at schools which were published Key Stage 4 performance tables are included and no discounting has been applied so these totals may differ from those reported in our statistical release.

[5] In 2018, the reformed 9-1 GCSE in Citizenship counted in performance tables for the first time, replacing the unreformed A*-G qualification in the same subject. Once a reformed qualification is included in performance tables, the unreformed qualification no longer counts, regardless of when it was entered.

Since 18 September 2017, data on Sure Start children’s centres has been supplied by local authorities via the department’s Get Information about Schools database portal, which can be found at the following link: https://www.get-information-schools.service.gov.uk/.

Based on information supplied by local authorities as at 30 June 2019, 587 Sure Start children’s centres had closed since April 2010[1]. However, councils are reconfiguring services to deliver them more efficiently. If a council decides to close a Sure Start children’s centre, statutory guidance requires them to demonstrate that local children and families will not be adversely affected. There were more children's centres open in spring 2019 than at any time under Tony Blair's premiership.

Since 2010, the government has extended the entitlement to free early years education so that more children than ever can benefit from this. We introduced an entitlement to 15 hours a week of free early education for the most disadvantaged 2-year-olds (a programme that was not available before 2010). More than 850,000 disadvantaged 2-year-olds have benefitted from free early education places since the introduction of the programme in 2013. There are now more than 22,000 providers delivering places for disadvantaged 2-year-olds.

The department is already starting to see progress. Take-up of places for disadvantaged 2-year-olds has risen from 58% in 2015 to 68% in 2019. The department remains committed to increasing take up. In addition, the 2017/18 Early Years Foundation Stage Profile results show that the proportion of all children achieving a ‘good level of development’ improved in 2018, with 71.5% of children achieving a good level of development, up from 51.7% in 2013.

On 16 May 2019, the former Minister for Universities, Science, Research and Innovation (Chris Skidmore), my hon. This letter urged them to consider adopting the International Holocaust Remembrance Alliance (IHRA) definition and set out his view that, although legally non-binding, it is a useful tool which will help front-line services better understand and recognise instances of antisemitism.

The department has an internal Diversity & Inclusion Strategy with a priority of increasing BAME representation at senior grades. We have introduced a range of interventions to attract and recruit more people from diverse backgrounds that include anonymised sifting and more diverse interview panels and we expect to see an improvement in these numbers over the next 2 to 5 years. We recently launched Project Race which aims to improve race equality and tackle disproportionate outcomes for BAME colleagues though outreach, support, and open honest discussion.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/111", "label" : {"_value" : "Biography information for Nick Gibb"} } , "answeringMemberConstituency" : {"_value" : "Bognor Regis and Littlehampton"} , "answeringMemberPrinted" : {"_value" : "Nick Gibb"} , "dateOfAnswer" : {"_value" : "2019-07-26", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-07-26T13:33:11.517Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2019-07-18", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Department for Education: Ethnic Groups"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Education, how many BAME staff are employed at (a) grade 7, (b) grade 5 and (c) grade 3 in his Department.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4253", "label" : {"_value" : "Biography information for Seema Malhotra"} } , "tablingMemberConstituency" : {"_value" : "Feltham and Heston"} , "tablingMemberPrinted" : [{"_value" : "Seema Malhotra"} ], "uin" : "279047"} , {"_about" : "http://data.parliament.uk/resources/1140321", "AnsweringBody" : [{"_value" : "Department for Education"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1140321/answer", "answerText" : {"_value" : "
