The police and local authorities have existing powers to tackle excessively noisy and illegally modified vehicles.

To support enforcement efforts, the Department has commenced roadside trials of the latest ‘noise camera’ technology. Almost 15,000 vulnerable people have been housed in emergency accommodation, including hotels, since the start of the COVID-19 emergency, according to returns from local authorities to the Ministry of Housing, Communities and Local Government (MHCLG). This includes people coming in directly from the streets, people previously housed in shared night shelters and people who have become vulnerable to rough sleeping during the pandemic.

£3.2 billion has been provided to support councils to respond to the coronavirus pandemic, which councils can use to provide support for vulnerable rough sleepers. This is in addition to £3.2 million in targeted funding for councils to support vulnerable rough sleepers.

Local authorities are able to use this funding flexibly to ensure that those being offered accommodation to self-isolate are given the support they require. This funding is alongside significant investment including £112m across England in 2020/21 for the Rough Sleeping Initiative to help around 270 areas tackle rough sleeping across 2020/21.

MHCLG also recently announced the Coronavirus (COVID-19) Homelessness Response Fund, granting £6 million to charities, including those who run hostel accommodation. This is to be spent on organisational sustainability in order to ensure the ongoing activities that help keep people who are homeless safe and supported during the pandemic.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4877", "label" : {"_value" : "Biography information for Lord Greenhalgh"} } , "answeringMemberPrinted" : {"_value" : "Lord Greenhalgh"} , "dateOfAnswer" : {"_value" : "2020-06-22", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-06-22T14:28:47.367Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Housing, Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Housing, Communities and Local Government"} , "date" : {"_value" : "2020-06-09", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Homelessness: Coronavirus"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "Her Majesty's Government what steps they are taking to ensure that all refuge centres for the homeless have sufficient funds to continue their work during the COVID-19 pandemic.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3691", "label" : {"_value" : "Biography information for Lord Roberts of Llandudno"} } , "tablingMemberPrinted" : [{"_value" : "Lord Roberts of Llandudno"} ], "uin" : "HL5482"} , {"_about" : "http://data.parliament.uk/resources/838356", "AnsweringBody" : [{"_value" : "Department for International Development"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/838356/answer", "answerText" : {"_value" : "Living conditions remain challenging due to overcrowding in camps, but my department is working to improve them. We are deeply concerned by these reports. I visited Burma in November 2016 in my capacity as the Prime Minister's Special Representative on Preventing Sexual Violence in Conflict. In that capacity, I pressed the Burmese Minister of Defence on the importance of the army handling allegations of sexual violence against women in a thorough and transparent manner. I also lobbied other senior Ministers for a full and independent investigation into all reports of human rights violations. During my visit, I also heard direct from Rohingya leaders about the plight facing their community in Rakhine State and I hosted a workshop in which I met survivors of sexual violence along with practitioners engaged in efforts to prevent conflict-related sexual violence.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3474", "label" : {"_value" : "Biography information for Baroness Anelay of St Johns"} } , "answeringMemberPrinted" : {"_value" : "Baroness Anelay of St Johns"} , "dateOfAnswer" : {"_value" : "2017-03-06", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2017-03-06T16:39:28.447Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "16"} , "answeringDeptShortName" : {"_value" : "Foreign and Commonwealth Office"} , "answeringDeptSortName" : {"_value" : "Foreign and Commonwealth Office"} , "date" : {"_value" : "2017-02-20", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Burma: Rohingya"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty’s Government what is their assessment of findings published on 6 February by Human Rights Watch that Burmese government forces committed rape and other sexual violence against ethnic Rohingya women and girls during security operations in northern Rakhine State in 2016.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3895", "label" : {"_value" : "Biography information for Baroness Kinnock of Holyhead"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Kinnock of Holyhead"} ], "uin" : "HL5482"} , {"_about" : "http://data.parliament.uk/resources/225406", "AnsweringBody" : [{"_value" : "HM Treasury"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/225406/answer", "answerText" : {"_value" : "

The Financial Conduct Authority (FCA) announced on 20 March 2014 that it had taken enforcement action against an individual for the manipulation of a UK government bond in the run up to a Bank of England Quantitative Easing (QE) operation on 10 October 2011.

The FCA’s investigation found this was the action of one trader on one day, and there was no evidence of collusion with traders in other banks. The FCA acted following information initially referred to it by the Bank of England, demonstrating the benefits of the Bank working in close co-operation with the FCA.

The Bank thoroughly reviewed its processes at the time, in addition to its ongoing monitoring and examination of QE operations.

The Government is clear that misconduct in financial markets is unacceptable and takes all allegations of misconduct seriously. Any evidence relating to the potential manipulation of financial markets should be passed to the FCA.

Relocation of Government staff outside of London and the South East continues to be considered, amongst other options, to deliver the savings set out at the Spending Review and increase the efficiency of the Government’s estate. Reducing and rationalising the estate could result in relocations, although there is no centrally driven relocation target to this effect. Workforce planning is primarily the responsibility of each individual Department to determine.
