Local licensing authorities are empowered to set standards for taxi and private hire vehicle services that best meet the needs of their local area. In doing so, the safety of the travelling public must always be the first priority.<\/p>

Whilst the Department issues Best Practice Guidance to assist local authorities set standards, the Government does not at this time plan to introduce standardised licensing criteria.<\/p>

<\/p>

Nevertheless, it is prudent for local authorities to consider the standards of neighbouring authorities, and consult those authorities, when setting standards.<\/p>

Whilst private hire vehicle operators have the freedom to subcontract bookings, the operator that originally accepted a sub-contracted booking remains ultimately responsible for that booking.<\/p>

Both the initial operator who accepts the booking and the operator who fulfils the booking by providing a driver and vehicle are under a duty to keep records of the booking. The relevant enforcement authorities are able to check those records.<\/p>

All drivers using roads in the UK have to be in possession of third party insurance covering the use of that vehicle in this country.<\/p>

Under the sixth Motor Insurance Directive (2009/103/EC) an insurance policy issued in any EU Member State must cover the use of that vehicle for third party risks in all other EU Member States.<\/p>

Drivers entering the EU from non-member states have to produce evidence that they have the necessary insurance cover in place when they enter the EU.<\/p>

Community pharmacy is a core part of NHS primary care and has an important contribution to make as the NHS rises to these challenges. The Government believes efficiencies can be made without compromising the quality of services or public access to them. Our aim is to ensure that those community pharmacies upon which people depend continue to thrive and so we are consulting on the introduction of a Pharmacy Access Scheme, which will provide more NHS funds to certain pharmacies compared to others, considering factors such as location and the health needs of the local population.<\/p>

The Government\u2019s vision is for a more efficient, modern system that will free up pharmacists to spend more time delivering clinical and public health services to the benefit of patients and the public.<\/p>

Our proposals are about improving services for patients and the public and securing efficiencies and savings. A consequence may be the closure of some pharmacies but that is not our aim. We are not able to assess which pharmacies may close or the number of people who may lose their jobs, because we do not know the financial viability of individual businesses or the extent to which they derive income from services commissioned locally by the NHS or local authorities or have non-NHS related income.<\/p>

The changes referred to do not amend the Environmental Permitting (England and Wales) Regulations 2010. The changes made are to the \u2018Environmental Guidance On Waste Incineration\u2019, which now clarifies that small waste oil burners used to burn waste oil must meet the requirements of Chapter IV of the Industrial Emissions Directive or switch to non-waste fuels.
