BEIS Secretary of State is the 100% shareholder of Post Office and in this capacity he has agreed to help fund the Historical Shortfall Scheme and to fund the compensation for postmasters with overturned Horizon-related convictions.<\/p>

<\/p>

An\u202finitial\u202festimate of\u202f£233 million\u202fof maximum budget cover\u202ffrom the Government for\u202fHistorical Shortfall Scheme compensation payments was published by BEIS, as is required, on the TCA subsidy website. This\u202fwas an estimate of maximum budget cover potentially required from Government and is not an estimate of likely outturn in settlement costs. The £153 million provision included in the 2019/20 Post Office accounts provides the best estimate of likely overall compensation spend under the Historical Shortfall Scheme, some of which will be paid by Post Office and some of which will be paid by Government.<\/p>

<\/p>

BEIS also published on the TCA subsidy website an estimate of maximum potential Government spend of £780 million to cover both the interim payments of up to £100k to be paid within 28 days of an overturned Horizon-related conviction and the final settlements for these postmasters. This is not, however, an estimate of the likely spend on these settlement costs. Actual compensation costs for postmasters with overturned criminal convictions will be determined by the total number of overturned convictions over time and the individual settlements reached. As was the case on the Historical Shortfall Scheme, I expect that Post Office will publish a more accurate estimate of these compensation costs as a provision in its forthcoming annual report and accounts.<\/p>

The British High Commission in New Delhi regularly assesses human rights across India. We condemn any instances of discrimination because of religion or belief, regardless of the country or faith involved. We look to India to uphold all freedoms and rights guaranteed in its strong constitution and by the international instruments to which India is a party. We engage with India on a range of human rights matters, working with Union and State Governments, and with NGOs, to build capacity and share expertise to promote human rights for all. Where we have concerns, we raise them directly with the Government of India, including at ministerial level.<\/p>

Officials regularly meet religious representatives and have run projects supporting minority rights. The British High Commission supports a UK-India Interfaith Leadership Programme for a cohort of emerging Indian faith leaders, including Muslims, creating an opportunity to exchange expertise on leading modern, inclusive faith communities, and promote values of tolerance and multi-culturalism. The UK Government monitors the conflict trajectory in Nigeria closely. We regularly engage with a wide range of actors, including the Nigerian Government and Non-Governmental Organisations, on developments. Conflict assessments also help us to understand the conflict picture. We have commissioned conflict assessments of North West and North Central Nigeria which will be published shortly. A Joint Analysis of Conflict and Stability (JACS) assessment of North East Nigeria, including reference to the treatment of Christians, was conducted in 2018; a JACS assessment for the Delta was conducted in 2021.<\/p>

We are concerned about rising insecurity across Nigeria. Insecurity in the North East, where there is an ongoing conflict involving terrorist groups, is driven by Jihadist ideology. These terrorist groups attack those of all faiths who do not subscribe to their extremist views. On the other hand, we assess the root causes of intercommunal violence in the North West and Middle Belt to frequently relate to resource competition and criminality, as well as historical and ongoing inter-communal grievances. The Minister for Africa discussed insecurity with National Security Adviser Monguno last week, during the inaugural dialogue of the UK-Nigeria Security and Defence Partnership. The UK condemns the coup and calls for an end to violence and the restoration of democracy. We recognise the particular vulnerability of the Rohingya, and other ethnic and religious minorities, and are monitoring developments closely.<\/p>

The UK finalised our Joint Analysis of Conflict and Stability in Myanmar in March 2019. The JACS provides a detailed assessment of the situation in Myanmar, including an analysis of the impact of atrocities committed against the Rohingya in 2017. The JACS recognises, in particular, the role that ethno-religious nationalism played in fuelling widespread violence against the Rohingya. These narratives remain, and are perpetuated by the military regime, leading to an ongoing risk of further atrocities against minorities.<\/p>

Following the coup in Myanmar, the Myanmar JACS is currently being refreshed. The revised JACS will maintain a focus on the situation of the Rohingya, and other ethnic and religious minorities. HMG undertakes regular contextual analysis of the changing situation in Ethiopia, including of the drivers of conflict and the changing political settlement. This analysis, undertaken routinely by our own staff and by a broad range of external experts informs our policy and programmatic approaches.<\/p>

We are deeply concerned by the growing humanitarian crisis in northern Ethiopia. The humanitarian response in Tigray is now at standstill owing to the de facto blockade of the region imposed by the Government of Ethiopia since July 2021 and also due to recent military action by Tigrinyan defence forces along the Tigray-Afar border disrupting a potential buffer zone to transfer humanitarian deliveries. The Minister for Africa raised our concerns about humanitarian access and ethnically targeted arrests with Minister Redwan in Addis Ababa on 20 January. It is vital that both sides put down their arms and come to the negotiating table. Defra recognises that there are instances where herring gull and lesser black-backed gull may cause public health and public safety issues, particularly in urban areas. It has been assessed that these species are not appropriate for control through General Licence, due to their red and amber conservation status. However, to address some of the public health and safety concerns in urban areas, last year Natural England piloted an Organisational Licence with Worcester and Bath and North East Somerset Council. These licences allow councils to address specific public health and safety risks caused by these species.<\/p>

<\/p>

Organisational Licences are more suitable for Local Authorities experiencing a higher-than-average number of public health and safety incidents on a wide scale and its therefore likely these towns or cities have higher gull populations. Natural England will make use of local gull survey information and population viability analysis to calculate a sustainable number of gulls that can be controlled at these Organisational Licence-wide scales. Where local authorities can provide evidence that their gull populations are growing, Natural England will allow an increased number of eggs and nest removals.<\/p>

<\/p>

These licences aim to help authorities deal with the most severe public health risks posed to residents by nesting gulls, whilst ensuring that any lethal control by the destruction of eggs and nests remains lawful, justified, and proportionate. Local authorities possessing an organisational licence will no longer need to seek advance approval from Natural England to address certain specific public health and safety risks. This approach will be made available across England this year for areas that are suitable for these licences.<\/p>
