Throughout autumn and winter, the Government and the National Health Service are encouraging those that are eligible to take up the Influenza (flu) and COVID-19 vaccination offer. A range of communications are in place to ensure those eligible are aware of the offer. This includes:<\/p>

All providers delivering services under the NHS Standard Contract are contractually responsible for ensuring that all eligible frontline staff in contact with service users are vaccinated for flu. NHS England policy is to ensure all frontline patient facing staff working in Trusts are offered a flu vaccination.<\/p>

NHS England is making best us of established networks to encourage uptake of flu vaccination by frontline health and care workers. This is being achieved using owned communication channels to target National Health Service and care staff and encouraging stakeholders, employers, and Government departments to share messaging, content and case studies with frontline professionals, their members and service users.<\/p>

NHS England has developed a set of over 85 creative assets for local sites to use for the current seasonal flu campaign, including an FAQ leaflet and core messages, which have been available to order as print copies from Campaign Resource Centre since August 2023 with digital versions available to download throughout the campaign.<\/p>

The Government\u2019s policy on groups eligible for flu vaccination is based on the recommendation of the independent expert body the Joint Committee on Vaccination and Immunisation (JCVI).<\/p>

During the COVID-19 pandemic, the JCVI was supportive of the temporary expansion of the influenza programme to extend eligibility to all adults aged between 50 and 64 years of age to protect the population from the potential threat of co-circulation of COVID-19 and flu and alleviate pressure on the National Health Service. This was the policy for both the 2020 to 2021 and 2021 to 2022 seasons.<\/p>

National Health Service providers determine how many seasonal flu vaccines to buy each year based on their local populations, eligible cohorts and uptake ambitions for the NHS programme as outlined in the annual flu system letter. The letter, published on 25 May 2023, is based on the advice of the Joint Committee on Vaccination and Immunisation who review the latest evidence on flu vaccines and advise on the type of vaccine to be offered to different age groups and on which vaccines should be prioritised for various at-risk groups.<\/p>

In 2022/23, approximately 9,800 out of a total of around 10,800 community pharmacies delivered flu vaccinations in England. In the same year, approximately 700 community pharmacies piloted using the NHS National Booking Scheme for flu appointments for the first time. In terms of this year\u2019s programme, all community pharmacies delivering COVID-19 vaccinations will be expected to deliver flu vaccines too. All pharmacies will be given the functionality to offer flu appointments via the national booking system with the aim of increasing coadministration of COVID-19 and flu vaccinations.<\/p>

The community pharmacy service is currently an advanced service, which means it is commissioned nationally and any contractor that meets the criteria for the service can deliver it. We do not expect a significant change to be seen to the proportion of seasonal flu vaccination programme being delivered by community pharmacies, which is estimated to be approximately 86% total number of community pharmacies, in 2023/24.<\/p>

The Joint Committee on Vaccination and Immunisation regularly discuss with the vaccine manufacturing industry issues such as the availability of new and existing vaccines, and manufacturing lead in times. Their advice about which flu vaccines are to be used for the coming season is informed by these discussions. An effective programme depends on a reliable supply of vaccine. It takes approximately five to six months for the first supplies of approved vaccine to become available once a new strain of influenza virus is identified and isolated.<\/p>

National Health Service providers determine how many seasonal flu vaccines to buy for eligible cohorts each year based on their local populations, as outlined in the annual flu system letter. The letter, published on 25 May 2023, is based on the advice of the JCVI, which reviews the latest evidence on flu vaccines and advises on the type of vaccine to be offered to different age groups and on which vaccines should be prioritised for various at-risk groups.<\/p>

General practitioners and community pharmacists are responsible for ordering their own flu vaccines for the adult population from suppliers. These are then used to deliver the national flu vaccination programme, with deliveries phased through the season to help mitigate against risks of wastage, cold chain failure and to adequately cover the peaks and flows of local demand.<\/p>

NHS England encourages their contractors to purchase vaccines from more than one manufacturer to mitigate against the risk of supply issues. Regional NHS England commissioners, in partnership with their local systems, also make assessments of the amount of vaccine available in their area to ensure there is enough supply to meet public demand.<\/p>

For the Joint Committee on Vaccination and Immunisation to formally revisit the cost-effectiveness of vaccinating specific age cohorts against seasonal influenza, an up-to-date impact and cost effectiveness analysis would be required, and the UK Health Security Agency is in the process of updating the influenza model using more recent data, including accounting for changes due to the pandemic.<\/p>
