The Committee on Climate Change\u2019s (CCC) detailed and analytically rigorous report has shown that this goal is now feasible, deliverable, and can be met within the same cost envelope (an annual resource cost equivalent to 1-2% of GDP in 2050) as was estimated for the 80% target when it was set in 2008. As the CCC identify, there are a wide range of benefits which could partly or fully offset these costs.<\/p>

While the transition to a net zero economy undoubtedly requires new investment, it also opens up opportunities for the UK to build on its areas of strength, including in offshore wind manufacture, provision of green finance, and development of electric vehicles.<\/p>

No assessment has been made. The Government recognises that climate change is one of the most urgent and pressing challenges we face, and our Clean Growth Strategy sets out our plans to reduce greenhouse gas emissions through to 2032, including ambitious policies and proposals on housing, business, transport, the natural environment and green finance.<\/p>

The Strategy builds on the strong progress we have made towards our legally binding targets established in the world-leading Climate Change Act. Between 1990 and 2017, the UK reduced its emissions by over 40 per cent while growing the economy by more than two thirds.<\/p>

The Government is continually monitoring the evidence base relating to Greenhouse Gas Removal technologies (GGRs). Additionally it commissioned a review by the Royal Society and Royal Academy of Engineering on GGRs, published in September 2018, which includes specific assessment of the risks and benefits of the different GGR options.<\/p>

BEIS is co-funding an £8.6 million GGR research programme with UK Research & Innovation (UKRI) which will continue until 2021. In addition, projects for some GGR approaches are in scope for both our £20 million Carbon Capture and Utilisation Demonstration (CCUD) Programme and £24 million Call for Carbon Capture, Usage and Storage (CCUS) Innovation. Details of the methodology for calculating emissions from the agricultural sector within the UK\u2019s Inventory of Greenhouse Gasses have been published in the UK\u2019s national inventory report, which is publicly available via the United Nation Framework Convention on Climate Change (UNFCCC) website.<\/p>

<\/p>

The inventory\u2019s estimate of emissions from fodder and grassland production is calculated based on statistical data detailing: the area of crop and grassland production from the June Survey of Agriculture and Horticulture; typical UK fertilisation rates for those crops from the British Survey of Fertiliser Practice; and standardised greenhouse gas emissions factors based on UK-specific measurements.<\/p>

<\/p>

The methodology is based upon a long term research programme supported by Defra under the UK GHG Research and Development Platform. The platform brought together over 100 scientists from 16 research institutes, and engaged industry experts to ensure the inventory was fit for purpose, and accurately reflected UK farming practices. The programme included projects to undertake detailed measurements of methane and nitrous oxide from typical UK farming systems. Reports for these projects are available online via Defra\u2019s R&D portal.<\/p>

<\/p>

A third project integrated existing data sources with the new data collected via the platform and developed modelling tools to support the national inventory. The final report for this project is undergoing quality assurance and will be published by the end of this year.<\/p>

We have an ambitious UK wide target to reduce greenhouse gas emissions by at least 80% by 2050 compared to 1990 levels, supported by ambitious carbon budget targets which are set until 2032. Our focus is on delivering these targets through implementation of our Clean Growth Strategy. We welcome all ambitious targets set by devolved administrations as they count towards are overall UK targets.<\/p>
