As set out in the Integrated Review and Refresh, the Government is committed to strengthening the UK's defences against state threats. The Home Office has an important role in the cross-government response. Through the National Security Act 2023, we have brought together vital new measures to protect our national security, which will enable our law enforcement and intelligence agencies to deter, detect and disrupt the full range of modern-day state threats.<\/p>

I also lead the Defending Democracy Taskforce, which seeks to protect the democratic integrity of the UK from threats of foreign interference.<\/p>

Russia is a top national security priority for Government, and we have made huge strides to counter the threat posed by Putin\u2019s regime and to increase our resilience to Russian malign activity. This includes repeatedly exposing the activities of the Russian Intelligence Services and Russia\u2019s malicious cyber activity, expelling Russian intelligence officers, and sanctioning individuals responsible for hostile activity.<\/p>

The Government actively deters and defends against the full spectrum of threats emanating from Russia, working in partnership with our allies. We recently announced the expulsion of the Russian Defence Attaché and are removing the diplomatic status from several Russian premises as part of a package to tighten defences against malign activity by Russia across the UK and Europe.<\/p>

This is the toughest package of bilateral measures imposed on Russia since Salisbury and sits alongside the significant powers of the National Security Act 2023, which are already being used to keep us safe from state threats.<\/p>

Since 2010 our communities are safer, with neighbourhood crimes including burglary, robbery and theft from the person down 48% and overall violent crime down 44%, and with more police officers on the streets than in 2010.<\/p>

However, there has been a worrying rise in shoplifting and violence towards retail workers, which we need to address.<\/p>

Police Recorded Crime figures show shoplifting offences increased by 37% in the 12 months to December 2023. Although, the number of people charged with shoplifting offences in the same period rose by 46%, showing the police are heeding the message and taking action.<\/p>

The Government has taken a number of recent significant steps to reduce and prevent retail crime. Our plan \u2013 "Fighting retail crime: more action" was launched on 10 April, which highlights five areas of work this Government will drive forward to tackle retail crime. This will include us introducing a presumption towards electronic monitoring as part of a sentence served in the community for those who repeatedly steal from shops. We will develop a retail theft electronic monitoring (EM) \u2018package\u2019, to offer sentencers starting in a pilot area, a clear community sentence pathway for repeat retail theft offenders.<\/p>

This builds on the police-led Retail Crime Action Plan, which includes a commitment to prioritise police attendance at the scene where violence has been used towards shop staff, where an offender has been detained by store security, and where evidence needs to be secured and can only be done by police personnel. Figures published by the NPCC show early signs of progress.<\/p>

Furthermore, we will bring forward legislative changes to introduce a presumption towards electronic monitoring as part of a sentence served in the community for those who repeatedly steal from shops. This legislative change will provide that on the third sentencing occasion, an offender would be electronically monitored as part of any community sentence or post-release for the duration of any licence period.<\/p>

Under section 176 of the Anti-social Behaviour, Crime and Policing Act 2014, low-value shoplifting (value of £200 or less) is a summary offence, unless an adult elects to be tried in the Crown Court. Where a summary offence is committed, the case can be handled as a police-led prosecution.<\/p>

Police-led prosecutions were introduced to improve the efficiency of the criminal justice system by allowing for a simpler, more proportionate police-led process in high-volume, low-level, uncontested cases. This route enables cases to be handled more speedily, rather than cases having to go to the CPS and through the Crown Court.<\/p>

Repealing this would mean victims of shoplifting have to wait longer for cases to come to court.<\/p>

As a result of the police uplift, the police officer workforce is now more representative than it has ever been. As at 31 March 2023, there are 53,080 female police officers (headcount) which represents the highest number on record, accounting for 35.5% of officers.<\/p>

The learning generated during the Uplift has been captured and shared with forces via the online Uplift Hub. This is now being used by forces to support ongoing recruitment activity and strong evidence-led retention strategies to support officers in their careers. Dedicated learning is also available on the Uplift Hub on improving representation.<\/p>

In order to support forces to recruit and retain officers from diverse backgrounds and promote inclusivity, the College of Policing has also created a toolkit for forces to support the development of flexible and/or part-time working pathways as well as a Workplace Adjustment Toolkit for forces.<\/p>

Through the Police Covenant, we have also appointed the first Chief Medical Officer for policing who is developing a national health strategy for all staff and officers.<\/p>

The 20,000-officer uplift provided a once in a generation opportunity to support forces to become more representative of the communities they serve, and to create a foundation from which forces can continue to make further improvements in future.<\/p>

<\/p>

As a result of the police uplift, the police officer workforce is now more representative than it has ever been. As at 31 March 2023, there are 53,080 female police officers (headcount) which represents the highest number on record, accounting for 35.5% of officers.<\/p>

<\/p>

The learning generated during the Uplift has been captured and shared with forces via the online Uplift Hub. This is now being used by forces to support ongoing recruitment activity and strong evidence-led retention strategies to support officers in their careers. Dedicated learning is also available on the Uplift Hub on improving representation.<\/p>

<\/p>

In order to support forces to recruit and retain officers from diverse backgrounds and promote inclusivity, the College of Policing has also created a toolkit for forces to support the development of flexible and/or part-time working pathways as well as a Workplace Adjustment Toolkit for forces.<\/p>

<\/p>

Through the Police Covenant, we have also appointed the first Chief Medical Officer for policing who is developing a national health strategy for all staff and officers.<\/p>

Whilst progress has been made, there remains more work to be done by forces to increase representation in policing. The government has delivered its commitment to recruit 20,000 additional officers. There are now over 149,000 officers in England and Wales, higher than the previous peak before the Police Uplift Programme (PUP), in March 2010 before our unprecedented recruitment drive.<\/p>

The retention of police officers remains a priority for the Home Office and the National Police Chiefs\u2019 Council (NPCC). Voluntary resignation rates, at around 3%, are low compared to other sectors.<\/p>

Forces plan their ongoing recruitment to replace officers who leave, and in order to maintain officer numbers. They have been fully funded to recruit and maintain the 20,000 additional officers and that is what they are doing.<\/p>

As part of the funding announced in the police funding settlement for 2024/25, £425 million has been allocated to forces which Police and Crime Commissioners can access if they maintain officer numbers.<\/p>

As part of the PUP we created the Uplift Hub, an online resource for all forces that contains learning, insights and guidance generated during the programme, themed around Attraction, Recruitment, Onboarding and Retention. The Government recognises the significant impact shoplifting has on businesses, communities, and consumers. The Crime Survey for England and Wales shows neighbourhood crime is down 51% compared to findings from the year ending March 2010.<\/p>

However, Police Recorded Crime figures show shoplifting offences increased by 32% in the 12 months to September 2023. Statistics also show the number of people charged with shoplifting offences has risen by 34% in the year ending September 2023, showing that police are taking action.<\/p>

We have recently taken significant steps to improve the police response to retail crime, including shoplifting.<\/p>

In October 2023, the National Police Chiefs\u2019 Council (NPCC) published the Retail Crime Action Plan<\/a>. Through this Plan, all forces across England and Wales have committed to prioritise police attendance at the scene where violence has been used towards shop staff, where an offender has been detained by store security, and where evidence needs to be secured and can only be done by police personnel. Additionally, where CCTV or other digital images are secured, police will run this through the Police National Database to aid efforts to identify prolific offenders or potentially dangerous individuals.<\/p>

This builds on the NPCC commitment that police forces across England and Wales will follow up all crimes where there is actionable evidence and the chance of identifying an offender, including shoplifting.<\/p>

October also saw the launch of Pegasus, a unique private-public partnership, which involves retailers providing data, intelligence and evidence to Opal, the national police intelligence unit on organised acquisitive crime, to develop a better strategic picture and help forces crack down on serious offenders.<\/p>
