Customs declarations must be submitted electronically into HMRC's systems when goods are imported or exported and once accepted by HMRC can only be altered in specific circumstances, and there is a record of such changes.<\/p>

HMRC operates a risk-based model for customs compliance. This means that our compliance responses and interventions are targeted and proportionate to the potential risk of fraud and non-compliance a consignment or a trader may represent.<\/p>

At the Border, a risk-based, intelligence led approach is taken to tackle the highest and most significant risks pre-clearance.<\/p>

In the event of a 'no deal', the Government\u2019s priority is to keep goods moving and avoid delays at the border. As the customs authority, HMRC will act to ensure that border processes are as smooth as possible, without compromising security.<\/p>

<\/p>

After listening to concerns from businesses, the Government is introducing temporary easements for a \u2018no deal\u2019 scenario to help businesses keep trading. This includes Transitional Simplified Procedures (TSP), where once registered traders will be able to import goods from the EU into the UK without having to make a full customs declaration at the border and will be able to postpone paying any duties.<\/p>

Border Force and HMRC will continue to carry out risk based checks on goods entering the UK as they do now.<\/p>

Almost all commercial importations are subject to an electronic customs declaration. Goods carried by passengers, items of post and some other low risk imports are handled by different means. Electronic declarations are subject to risk assessment which selects consignments that warrant additional control activity.<\/p>

<\/p>

For operational reasons, details of that risk assessment and the resulting action must remain confidential. In the last 12 months, this risk based approach has ensured that less than 1% of consignments were subjected to physical inspection by Border Force for customs purposes.<\/p>
