As I stated in my earlier response, the National Offender Management Service can provide foreign jurisdictions access to a range of information including accredited programmes and related assessments and training in return for a fee, under a licence agreement. Over the last five years, we have provided intervention and assessment guidance under licence to Canada, New Zealand and the Netherlands and training to Ireland. We have received £11,340 in fees. All services and materials currently provided to foreign jurisdictions under a licence agreement are either free or provided on the basis of cost recovery only.<\/p>

Victims deserve the best possible support to help them cope with what they have been through and recover as much as possible.<\/p>

The Victims\u2019 Code is a statutory code of practice, and the legislation governing the Code makes clear that the Code sets out the services that are to be provided to victims of crime. Under the Code if victims do not receive those services they are entitled to complain and, if dissatisfied with the outcome of the complaint, refer it to the Parliamentary and Health Service Ombudsman.<\/p>

Under the statutory victim contact service operated by the National Probation Service, victims of murder and other specified violent or sexual offences, where the offender has been sentenced to 12 months or more imprisonment, must be offered the chance to receive information about key developments in an offender\u2019s sentence. Prison officers are some our finest public servants. We do not underestimate the challenges faced by everyone working in prisons. We will continue to support our staff to help them maintain safe and secure prisons.<\/p>

Funding of £14 million will be given to 10 prisons with some of the highest rates of violence for additional staff to implement new offender management arrangements, including dedicated prisoner contact time.<\/p>

The report of the inquiry into historic infant cremation practices at Emstrey Crematorium in Shropshire was published in June 2015. Lord Bonomy\u2019s Infant Cremation Commission in Scotland also raised concerns about cremation practices. The Government announced reforms in July, which will make sure that where these tragic circumstances arise in future matters are dealt with properly and sensitively.<\/p>

Ministry of Justice officials had discussions with the chair of the Emstrey inquiry, commissioned by Shropshire County Council, prior to his inquiry beginning and more recently have been in correspondence with Hull City Council about their work to investigate historic practices there.<\/p>

The National Cremation Working Group, convened by the Ministry of Justice in July 2016, is comprised of representatives from the cremation and funeral industries, voluntary organisations which support bereaved parents, medical professionals and other government departments with an interest in cremation.
