We are working to reduce the outstanding caseload in the Social Entitlement Chamber of the First-tier Tribunal. Reducing outstanding caseloads is the key measure to bringing down the waiting times for tribunal hearings.

HMCTS continues to invest in improving tribunal productivity through the recruitment of additional Judges, deployment of Legal Officers to actively manage cases, the development of modern case management systems and the use of remote hearing technology.

Data on Tribunals performance is published by the Ministry of Justice on a quarterly basis. This Government inherited a record and rising court backlogs which have seen too many victims waiting far too long for justice.

We are committed to bearing down on the court backlog to speed up the delivery of justice.

Timely and effective justice is key to increasing the confidence of victims and survivors in the justice system. Strengthening the justice system response to domestic abuse and increasing victim confidence are crucial to achieving this Government’s ambitious commitment to halve violence against women and girls (VAWG) this decade.

The decision on when and where a case is listed is the responsibility of the independent judiciary, although judges do look to prioritise cases involving vulnerable complainants and witnesses, such as victims and survivors of domestic abuse, wherever possible.

In addition, CPS, NPCC and College of Policing’s Joint Justice Plan aims to transform how the police and the CPS investigate and prosecute domestic abuse cases, including a commitment to improve the timelessness and effectiveness of investigating and charging in domestic abuse cases. My Rt. Hon. Friend the Lord Chancellor has announced the creation of a Women’s Justice Board, with the clear goals of reducing the number of women in prison and addressing the distinct needs of women in the criminal justice system.

A bespoke resettlement model, with embedded probation pre-release provision, is in place in all women’s prisons. Pre-release teams screen for resettlement needs and signpost to specialist services within the prison, such as Prison Banking Administrators, Healthcare, and Rehabilitative Services. In liaison with the Community Offender Manager, they support pre-release planning activity throughout the period in custody.

Women-specific Commissioned Rehabilitative Services contracts deliver bespoke and specialist support to women on probation. including assisting physical and mental wellbeing; access to accommodation and employment; support with any finance, benefit and debt needs; maintaining relationships with families; and supporting any dependency and recovery needs.

We know that treatment is effective in reducing substance misuse, re-offending and other harmful outcomes. The Ministry of Justice works in partnership with the Department of Health & Social Care and NHS England to ensure that continuity of care is in place for all women leaving prison who have continuing drug and or alcohol treatment needs.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/5364", "label" : {"_value" : "Biography information for Lord Timpson"} } , "answeringMemberPrinted" : {"_value" : "Lord Timpson"} , "dateOfAnswer" : {"_value" : "2024-10-31", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-10-31T12:09:10.8Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2024-10-25", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Prisoners' Release: Women"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government in order to reduce reoffending and enable rehabilitation what steps they are taking to support women released from custody, including those with additional vulnerabilities such as substance use treatment.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1138", "label" : {"_value" : "Biography information for Lord Carlile of Berriew"} } , "tablingMemberPrinted" : [{"_value" : "Lord Carlile of Berriew"} ], "uin" : "HL2018"} , {"_about" : "http://data.parliament.uk/resources/1737226", "AnsweringBody" : [{"_value" : "Ministry of Justice"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1737226/answer", "answerText" : {"_value" : "

As set out in the Victims’ Code, victims and survivors have the right to make a Victim Personal Statement (VPS) to explain in their own words how a crime has affected them. The judge or magistrate will decide whether and what sections of a personal statement should be read aloud at the sentencing hearing. The judge or magistrate will always take the victim’s preference into account when making their decision, unless there is good reason not to do so. The entitlement to make a VPS at the sentencing hearing is enabled by a Criminal Practice Direction; this provides guidance to judges and specifies that the court will take the VPS into account when determining sentence, as well as additional procedure surrounding the VPS.

Where the statement is read out and the offender is at the sentencing hearing they will hear the statement directly. We recognise that for some victims and survivors it may be distressing where the offender is not at the hearing and the Government is committed to legislating to require offenders to attend their sentencing hearings, so that criminals hear first-hand the impacts of their crime and victims, survivors and bereaved family members of deceased victims see criminals face the consequences of their actions. This measure will be included in the Victims, Courts and Public Protection Bill, which the Government intends to introduce in the first parliamentary session.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4849", "label" : {"_value" : "Biography information for Alex Davies-Jones"} } , "answeringMemberConstituency" : {"_value" : "Pontypridd"} , "answeringMemberPrinted" : {"_value" : "Alex Davies-Jones"} , "dateOfAnswer" : {"_value" : "2024-10-31", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-10-31T15:54:28.353Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2024-10-24", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Crime: Victims"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Justice, if she will make an assessment of the potential merits of introducing legislation to allow victims of crime to express impact statements to convicted people directly.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : "http://data.parliament.uk/members/5166", "tablingMemberConstituency" : {"_value" : "Leeds South West and Morley"} , "tablingMemberPrinted" : [{"_value" : "Mark Sewards"} ], "uin" : "11120"} , {"_about" : "http://data.parliament.uk/resources/1737046", "AnsweringBody" : [{"_value" : "Ministry of Justice"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1737046/answer", "answerText" : {"_value" : "

Since ISG Construction Limited entered administration on 20 September, the Ministry of Justice (MoJ) has undertaken a range of activity to understand the full impact on the Department and the supply chain in the construction sector. This has included working with EY, the appointed Administrator, to ensure the sums remaining within Project Bank Accounts are correct.
