From November 2022 to March 2023, approximately 27,000 invitations were sent to residents of Manchester and Middlesbrough who were identified as having early-stage housing-related debt, inviting them to participate in the Early Legal Advice Pilot (ELAP).<\/p>

104 people completed the survey to apply to participate (which was necessary for data collection and protection purposes). According to Legal Aid Agency records in May 2023, three individuals from Middlesbrough requested and attended the free legal advice sessions under the pilot and there was no take-up in Manchester up to 31 March 2023. This highlights the challenges of engaging individuals dealing with early-stage housing, debt and social welfare issues.

It is important to note that this phase of the pilot was primarily designed to identify potential issues before considering a larger-scale rollout, rather than aiming to maximise the number of clients served. The evaluation has gathered valuable insights on the nature and implementation of such pilots as well as the barriers to engagement. The Probation Service Victim Contact Scheme provides valuable support to victims of offenders who receive a sentence of imprisonment of 12 months or more, or a hospital order, for a violent or sexual offence. The Scheme enables victims to be informed of key stages of an offender\u2019s sentence, such as if they are transferred to open prison conditions, as well as when the offender is to be released.<\/p>

The Probation Service is currently rolling out an additional scheme, the Victim Notification Scheme, for victims of Stalking and Harassment offences, including Breach of Restraining Order and Breach of Non-molestation order, where any custodial sentence is imposed. This is currently running in four Probation Regions, with further Regions scheduled for rollout this year. The recruitment of more magistrates is one of the Government\u2019s top priorities for the magistracy. The Ministry of Justice has invested over £1 million in a programme of work to support the recruitment of 4,000 new and diverse magistrates over the next few years.<\/p>

On 17 January 2022, we launched a digitised, more efficient, recruitment process. This has been supported by a carefully designed, targeted national marketing campaign designed to raise the profile of the magistracy and attract more applicants, particularly amongst underrepresented groups such as younger people.<\/p>

We recognise that young people are likely to be employed and have other responsibilities to manage. Increases in applications to enrol a deed poll with the High Court are linked to a reduction in the application fee applied in January 2015, and also a requirement from many foreign government agencies for proof that a UK deed poll has been formally enrolled.<\/p>

Many applications are returned because the form has not been completed correctly or the supporting evidence has not been submitted in its entirety. This builds in unnecessary delay and re-work in the system. Officials working with the Judiciary have recently undertaken a piece of work to improve and simplify the application form itself and the guidance that supports it.<\/p>

A new application and accompanying guidance are expected to be available for use on gov.uk in the coming weeks. It is expected that these changes, which are intended to make the process easier for applicants to follow, will reduce the amount of time taken to process applications.
