This Government believes that meeting the housing needs of rural communities is important and has provided nearly 140,000 affordable homes in rural local authorities in England since April 2010.

Our £9 billion Affordable Homes Programme will deliver 250,000 new affordable homes of a wide range of tenures, including social rent by March 2022. The expanded programme will help meet the housing needs of a wider range of people – those who are on a pathway to home ownership, and those who need support most.

Since 2015, over 10 per cent of additional Affordable Homes have been delivered in villages with a population of fewer than 3000, and we recognise the importance of these settlements for both economic and housing growth.

The National Planning Policy Framework makes it clear that in rural areas housing development that reflect local needs should be supported.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4495", "label" : {"_value" : "Biography information for Kit Malthouse"} } , "answeringMemberConstituency" : {"_value" : "North West Hampshire"} , "answeringMemberPrinted" : {"_value" : "Kit Malthouse"} , "dateOfAnswer" : {"_value" : "2019-07-08", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-07-08T09:57:55.773Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Housing, Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Housing, Communities and Local Government"} , "date" : {"_value" : "2019-07-03", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Affordable Housing: Rural Areas"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Housing, Communities and Local Government, what steps his Department is taking to ensure an adequate supply of affordable housing in rural areas to meet the demand from (a) young people and (b) families.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1436", "label" : {"_value" : "Biography information for Paul Farrelly"} } , "tablingMemberConstituency" : {"_value" : "Newcastle-under-Lyme"} , "tablingMemberPrinted" : [{"_value" : "Paul Farrelly"} ], "uin" : "272775"} , {"_about" : "http://data.parliament.uk/resources/1136729", "AnsweringBody" : [{"_value" : "Ministry of Housing, Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1136729/answer", "answerText" : {"_value" : "

The Department has not made an assessment of unpaid overtime. The Department has a number of policies in place to recognise the occasional circumstances in which staff might work more than their conditioned hours. These include the flexi-credit system in which staff can accrue flexi hours to allow time off at a later point should they choose to enrol in the flexi policy. They also have the chance to take TOIL (time off in lieu) for any additional time worked. Approved overtime is agreed with managers in advance and remunerated in line with our overtime policy.

The Department ensures that the requirements of the Working Time Regulations of 1998 as regards civil service working hours are adhered to and has a commitment to the well-being of our staff which aims to ensure that everyone has a good work/life balance. We want to create a working environment that allows people to flourish and thrive through positive, supportive relationships which recognise the importance of individual wellbeing, and how this may be affected by working patterns and practices. The commitment of our SCS cadre to the wellbeing of their staff is demonstrated by the fact that 85 per cent have completed the Wellbeing Confident Leadership Training.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4060", "label" : {"_value" : "Biography information for Sir Jake Berry"} } , "answeringMemberConstituency" : {"_value" : "Rossendale and Darwen"} , "answeringMemberPrinted" : {"_value" : "Jake Berry"} , "dateOfAnswer" : {"_value" : "2019-07-12", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-07-12T12:20:28.727Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Housing, Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Housing, Communities and Local Government"} , "date" : {"_value" : "2019-07-03", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Ministry of Housing, Communities and Local Government: Overtime"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Housing, Communities and Local Government, what estimate he has made of the total amount of unpaid overtime worked by staff in his Department in the last 24 months.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/410", "label" : {"_value" : "Biography information for Jon Trickett"} } , "tablingMemberConstituency" : {"_value" : "Hemsworth"} , "tablingMemberPrinted" : [{"_value" : "Jon Trickett"} ], "uin" : "272762"} , {"_about" : "http://data.parliament.uk/resources/1136734", "AnsweringBody" : [{"_value" : "Ministry of Housing, Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1136734/answer", "answerText" : {"_value" : "

The Government is committed to reducing homelessness and rough sleeping. No one should ever have to sleep rough. That is why last summer we published the cross-government Rough Sleeping Strategy. This sets out an ambitious £100 million package to help people who sleep rough now, but also puts in place the structures that will end rough sleeping once and for all. The Government has now committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period. This year, Rough Sleeping Initiative investment totals £46 million and has been allocated to 246 areas – providing funding for an estimated 750 additional staff and over 2,600 bed spaces.

The Chancellor has said that there will be a Spending Review this year, and the Government will be looking at long term funding for homelessness and rough sleeping services as part of that. We have made very clear that homelessness and rough sleeping is a key priority for the Government. We are working with other Government departments to assess what more can be done to combat rough sleeping and wider homelessness. This work is being overseen by the Ministerial Rough Sleeping and Homelessness Reduction Taskforce which includes HM Treasury and will play an important part of our preparations for the forthcoming Spending Review.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4282", "label" : {"_value" : "Biography information for Lord Bourne of Aberystwyth"} } , "answeringMemberPrinted" : {"_value" : "Lord Bourne of Aberystwyth"} , "dateOfAnswer" : {"_value" : "2019-07-10", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-07-10T13:30:45.447Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Housing, Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Housing, Communities and Local Government"} , "date" : {"_value" : "2019-07-03", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Homelessness"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what steps they are taking to ensure adequate and sustainable funding to prevent homelessness in the long term.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4181", "label" : {"_value" : "Biography information for Lord Beecham"} } , "tablingMemberPrinted" : [{"_value" : "Lord Beecham"} ], "uin" : "HL16895"} , {"_about" : "http://data.parliament.uk/resources/1136775", "AnsweringBody" : [{"_value" : "Ministry of Housing, Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1136775/answer", "answerText" : {"_value" : "

We are committed to delivering safe, secure and affordable housing to people across the country, and Brexit will not change this. After we leave the EU, as now, we will work closely with industry and all levels of government and take end-to-end action across the housing market to deliver the right homes in the right places and achieve our ambition of delivering 300,000 homes a year by the mid 2020s.

We set out our plan for long-term reform to make the housing market work better in our Housing White Paper, and have since built on this with further measures, including planning reforms, lifting Housing Revenue Account borrowing caps, and progressively increasing the Government’s 2016-21 Affordable Homes Programme in England to more than £9 billion, as well as more than doubling the Housing Infrastructure Fund to £5.5 billion to unlock up to 650,000 homes. We’ve committed over £22 billion Help to Buy Equity Loan funding to 2021, and announced at last year’s Autumn Budget a new scheme with £7.2 billion funding to 2023. The measures we have announced will boost the delivery of housing and use funds flexibly to unblock the barriers to more housebuilding.
