The Home Office is committed to the continuous review of the impacts of the No Recourse to Public Funds (NRPF) policy. Officials are working with a wide range of stakeholders, including other government departments, the devolved administrations and third sector organisations to develop a better understanding of the impacts of the policy, including on funding.

There are important safeguards in place for those in genuine need. Local authorities may provide basic safety net support, regardless of immigration status, if it is established that either there is a risk to the wellbeing of a child or there is a genuine care need that does not arise solely from destitution, for example, where a person has community care needs or serious health problems.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4253", "label" : {"_value" : "Biography information for Seema Malhotra"} } , "answeringMemberConstituency" : {"_value" : "Feltham and Heston"} , "answeringMemberPrinted" : {"_value" : "Seema Malhotra"} , "dateOfAnswer" : {"_value" : "2024-07-24", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-07-24T15:31:49.887Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2024-07-19", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Migrants: Finance"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, what assessment she has made of the potential impact of the No Recourse to Public Funds policy on local authority emergency social service funding.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4368", "label" : {"_value" : "Biography information for Neil Coyle"} } , "tablingMemberConstituency" : {"_value" : "Bermondsey and Old Southwark"} , "tablingMemberPrinted" : [{"_value" : "Neil Coyle"} ], "uin" : "801"} , {"_about" : "http://data.parliament.uk/resources/1721978", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1721978/answer", "answerText" : {"_value" : "

The Home Office keeps all its policies under review, including the Health and Care visa. We will work across government to carefully consider policies relating to the treatment of internationally recruited care workers.

The Government will ensure that those who commit significant offences under UK employment law are not able to sponsor overseas workers to come to the UK. Workplace exploitation which allows migration to undercut British workers will end.

The Department for Health and Social Care (DHSC) has issued a code of practice for recruiters in the health and social care sector, as well as detailed guidance for overseas candidates on their rights in the UK and how to avoid being exploited by employers and third-party agencies.
