Tackling serious violence is a top priority for the Government and it is clear we must continue to step up the response to stop this violence.

The Serious Violence Strategy sets out the Government’s approach, which depends on a multi-agency approach across several sectors. The Strategy places a greater emphasis on early intervention and prevention to tackle the root causes of serious violence and provide young people with the skills and resilience to lead productive lives free from crime.

On 1 April, we launched a consultation on a new legal duty to support a public health approach to preventing and tackling serious violence. The consultation closed on 28 May, and the Government response to the consultation will be published shortly.

On 13 March, an additional £100 million to tackle serious violence was announced at the Spring Statement. £63.4 million of this funding has been allocated to 18 police forces worst affected by serious violence to support increased police operational activity, and £1.6m is being used to improve the data available on knife crime to support police activity. On 17 April, we announced that the remaining £35m of this funding will be invested in the development of Violence Reduction Units (VRUs) in areas most affected by serious violence. The VRUs will bring together a range of agencies to address the causes of violence.

The Home Secretary has also established a new £200m Youth Endowment Fund that will provide targeted intervention and support over the next 10 years for those young people most at risk of serious violence. A key purpose will be to develop the evidence base demonstrating which interventions are most effective in deterring children and young people away from crime and violence and, since it will operate for a minimum of ten years, it will have the capacity to bring successful interventions all the way through from pilot stage to deployment at scale. The Fund will ensure that this vital learning is shared and help ensure that the most effective interventions are funded.

The Youth Endowment Fund became effective from the start of April. It is independent of Government and is being run by the charity Impetus, working in partnership with the Early Intervention Foundation and Social Investment Business. The first funding round is open for applications from 28 May until 23 July.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4311", "label" : {"_value" : "Biography information for Baroness Williams of Trafford"} } , "answeringMemberPrinted" : {"_value" : "Baroness Williams of Trafford"} , "dateOfAnswer" : {"_value" : "2019-07-09", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-07-09T15:22:03.227Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2019-06-25", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Crimes of Violence: Young People"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what steps they have taken towards (1) adopting a public health approach to tackling youth violence, and (2) putting in place a long-term strategy, including early intervention, to prevent the murder of young people.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3691", "label" : {"_value" : "Biography information for Lord Roberts of Llandudno"} } , "tablingMemberPrinted" : [{"_value" : "Lord Roberts of Llandudno"} ], "uin" : "HL16666"} , {"_about" : "http://data.parliament.uk/resources/1054642", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1054642/answer", "answerText" : {"_value" : "

The Government’s Serious Violence Strategy, published April 2018, summarises the risk and protective factors for violence identified by research.

The Strategy suggests that school exclusion is a marker for increased risk both in terms of victimisation and perpetration. Whilst this does not mean there is a causal link, the Government recognises there are complex and multiple vulnerabilities that can impact on children’s outcomes and is accordingly taking action to address this.

The Government is delivering a range of action to prevent violent crime including action to tackle knife crime and gang related violence and exploitation.

Our work to tackle knife crime includes early intervention and prevention work with key partners such as the charity Redthread who intervene with young people in hospital at the ‘teachable moment’. We have awarded £765,000 from a new anti-knife crime community fund launched in October 2017 to support local communities to tackle knife crime. 47 different projects have been supported through the community fund, and the projects awarded funding were particularly aimed at helping young people.

We are also supporting the Operation Sceptre national week of action by police forces to tackle knife crime which is taking place in February. Police forces will be undertaking weapon sweeps, targeted stop and search operations, undertaking test purchasing, encouraging the use of surrender bins, and carrying out educational activities with young people.

Through the Ending Gang Violence and Exploitation (EGVE) programme the Home Office is providing match funding for local area and strategic reviews in areas experiencing gang related issues and challenges to test and build local resilience towards tackling these types of criminal activity, especially county lines. 13 local areas were reviewed in 2016/17 and a further 15 areas are benefiting from these reviews in 2017/18. This supports our wider work to tackle county lines and especially preventing young people becoming offenders or victims through county lines drugs dealing with its associated violence and exploitation. The new Drugs Dealing Telecommunications Restriction Orders (DDTROs) introduced in December will also help tackle county lines drugs dealing.

We have provided funding for 12 Young People’s Advocates to work directly with gang-affected women and girls. We have also provided funding in 2017/18 of over £280,000 to 16 local EGVE projects, including projects delivering gang, knife and county lines awareness training for young people, practitioners and foster carers, community sports and arts projects and mentoring programmes.

An action plan to tackle the use of acid and other corrosives in violent attacks was announced by the Home Secretary in July 2017. This included actions to improve the policing response and also the introduction of a voluntary set of commitments for retailers to not sell certain particularly harmful corrosive substances to under 18s. The agreement with retailers was introduced earlier this month.

The Ending Gang and Youth Violence programme, of which the peer review network was a part of, was introduced in 2012.

By year, the EGYV programme budget was:

• 2012/13 £734,000

• 2013/14 £700,000

• 2014/15 £500,000

• 2015/16 £425,000

The EGYV programme budget included funding to pay peer reviewers’ fees and expenses when they undertook work on peer reviews in local areas.

Ending gang violence and exploitation remains a priority for the Government and on 13 January 2016 we published a paper setting out our new Ending Gang Violence and Exploitation (EGVE) approach.
