The decision to adopt rules changes that saw the return of the Russian delegation to the Council of Europe Parliamentary Assembly was a matter for the Assembly, which is independent from the intergovernmental Committee of Ministers. Russia's membership of the Council of Europe provides access, valued by Russian citizens and human rights NGOs, to the European Court of Human Rights and is one of the few ways available to the international community to hold Russia to account for its human rights violations. The British government did not, however, support Russia's unconditional return to the Parliamentary Assembly of the Council of Europe. We consistently called on Russia to fulfil all its obligations as a Member State, including payment of all debts to the Council of Europe, and to adhere to Council of Europe standards on human rights, democracy and rule of law. We will continue our efforts in the Council of Europe to ensure Russia is answerable for its actions. We will also continue to make clear that we do not and will never recognise Russia's illegal annexation of Crimea.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/343", "label" : {"_value" : "Biography information for Sir Alan Duncan"} } , "answeringMemberConstituency" : {"_value" : "Rutland and Melton"} , "answeringMemberPrinted" : {"_value" : "Sir Alan Duncan"} , "dateOfAnswer" : {"_value" : "2019-07-01", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-07-01T15:48:18.363Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "16"} , "answeringDeptShortName" : {"_value" : "Foreign and Commonwealth Office"} , "answeringDeptSortName" : {"_value" : "Foreign and Commonwealth Office"} , "date" : {"_value" : "2019-06-26", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Russia: Council of Europe"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent assessment he has made of the Council of Europe’s decision allowing Russia to return to the human rights watchdog.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1436", "label" : {"_value" : "Biography information for Paul Farrelly"} } , "tablingMemberConstituency" : {"_value" : "Newcastle-under-Lyme"} , "tablingMemberPrinted" : [{"_value" : "Paul Farrelly"} ], "uin" : "269658"} , {"_about" : "http://data.parliament.uk/resources/1134123", "AnsweringBody" : [{"_value" : "Foreign and Commonwealth Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1134123/answer", "answerText" : {"_value" : "

Government officials have discussed the upcoming media freedom conference, and its priority for the Foreign and Commonwealth Office with the Ugandan High Commission in London. The Ugandan Foreign Minister is also confirmed to attend the conference. Our High Commission in Kampala, alongside the EU and other missions, released a statement on 3 May calling on the Ugandan Government to guarantee freedom of speech and expression, and freedom of assembly as enshrined in the Ugandan Constitution. Following the statement, British High Commission staff highlighted our concerns during the EU Heads of Mission meeting with President Museveni in May. The UK supports freedom of expression as a fundamental human right alongside freedom of the media and we continue regularly to raise any concerns around civic and political issues directly with the Ugandan government.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4107", "label" : {"_value" : "Biography information for Dame Harriett Baldwin"} } , "answeringMemberConstituency" : {"_value" : "West Worcestershire"} , "answeringMemberPrinted" : {"_value" : "Harriett Baldwin"} , "dateOfAnswer" : {"_value" : "2019-06-27", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-06-27T15:46:31.463Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "16"} , "answeringDeptShortName" : {"_value" : "Foreign and Commonwealth Office"} , "answeringDeptSortName" : {"_value" : "Foreign and Commonwealth Office"} , "date" : {"_value" : "2019-06-24", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Uganda: Human Rights"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent discussions he has had with the Ugandan Ambassador to the UK on press freedom and civil liberties in that country.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1436", "label" : {"_value" : "Biography information for Paul Farrelly"} } , "tablingMemberConstituency" : {"_value" : "Newcastle-under-Lyme"} , "tablingMemberPrinted" : [{"_value" : "Paul Farrelly"} ], "uin" : "268432"} ], "itemsPerPage" : 10, "page" : 0, "startIndex" : 1, "totalResults" : 2, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
