Last year over 1 million people accessed talking therapies services in the community. We delivered waiting-time promises for adult talking therapies, with 88.8% of people accessing treatment within 6 weeks, and 98.4% within 18 weeks. In April 2022, patients were waiting on average 22.8 days from the point of referral to starting adult talking therapies, nationally.<\/p>

For children and young people, we are working towards our aim for 95% accessing eating disorder services within 1 week for urgent cases and 4 weeks for routine cases.<\/p>

This year NHS England published consultation outcomes on five new access and waiting time standards for mental health services. The National Institute for Health and Care Excellence (NICE) makes recommendations on whether new cancer medicines should be routinely funded by the National Health Service through its technology appraisal programme. NICE has published final technology appraisal guidance on three cancer medicines which have received marketing authorisation from the Medicines and Healthcare products Regulatory Agency through Project Orbis. NICE has also, published final draft guidance on sacituzumab govitecan for treating unresectable locally advanced or metastatic triple-negative breast cancer after two or more therapies, which is now available to NHS patients through the Cancer Drugs Fund.<\/p>

The Department holds regular accountability meetings with NICE to discuss a range of issues, such as staffing and resource capacity issues which may impact on NICE\u2019s ability to deliver on its commitments. The National Health Service Civility and Respect programme aims to tackle discrimination, bullying and harassment in the NHS and to create positive workplace cultures.<\/p>

The NHS is improving recruitment processes and career opportunities for all staff, including medical professionals, from ethnic minority backgrounds. The Medical Workforce Racial Equality Standard report in 2020 showed that the number of black and minority ethnic doctors increased by 21.1% compared to 2017. We have accepted the recommendations from the \u2018Leadership for a collaborative and inclusive future\u2019 review into health and social care leadership in full. The National Institute for Health and Care Excellence (NICE) is an independent body responsible for the methods and processes used in the development of its guidance and recommendations. NICE recently concluded a comprehensive review of its methods and processes for health technology evaluation, including consideration of the discount rate and published its updated manual on 31 January. Officials from the Department of Health and Social Care and HM Treasury were engaged throughout the review.<\/p>

Following a public consultation, NICE concluded that while there was some evidence to support a change to the reference case discount rate, it was appropriate to maintain the existing reference case discount rate of 3.5% due to wider policy and fiscal implications. NICE has retained the flexibility for its committees to apply a lower non-reference case discount rate of 1.5% in exceptional circumstances. There are no current plans to do so. The National Institute for Health and Care Excellence (NICE) recently reviewed and refined the criteria used to make decisions on whether medicines should be routed to its highly specialised technology evaluation programme. The updated criteria are not intended to increase or reduce the number of medicines which are evaluated through the highly specialised technologies programme. NICE has recommended 100% of the Advanced Therapy Medicinal Products it has evaluated through both its technology appraisal and highly specialised technologies programmes which are now routinely available to National Health Service patients.<\/p>
