The Government continues to be guided by the independent Joint Committee on Vaccination and Immunisation (JCVI) on COVID-19 vaccinations. On 15 July 2022, the Government accepted the JCVI\u2019s advice to offer a booster dose in the autumn to those at higher risk from severe COVID-19 in winter 2022/23. NHS England led a transition programme to design integrated care boards (ICBs) and support the transfer of staff, property and liabilities from clinical commissioning groups (CCGs). Through joint planning and progress monitoring between NHS England and the Department, all 42 ICBs were legally established and no significant transition issues reported.<\/p>

Whilst CCG functions have been conferred to ICBs and some continuity will remain where appropriate, ICBs are designed to work differently from CCGs. ICBs have new duties under the Health and Care Act 2022. The Spending Review in 2021 provided £2.3 billion in capital funding for diagnostic services over the next three years. The majority of this funding will be allocated increase the number of community diagnostic centres (CDCs) to 160 by March 2025 and to expand planned elective diagnostic services. In 2022/23, £900 million has been allocated to the CDC programme and to increase capacity for imaging, endoscopy, lung and mammography screening and improving digital diagnostics. The capital allocation has not been diverted to other services. The National Asthma and COPD Audit Programme, led by the Royal College of Physicians, aims to improve the quality of care, services and clinical outcomes for patients with asthma and chronic obstructive pulmonary disease (COPD) by collecting and providing data on a range of indicators. Through the NHS Long Term Plan, access to pulmonary rehabilitation will be expanded by 2028. This is an exercise and education programme for COPD, with 90% of patients who complete the programme experiencing improved exercise capacity or increased quality of life. The expansion of pulmonary rehabilitation services over 10 years aims to prevent 500,000 exacerbations and avoid 80,000 hospital admissions.<\/p>

The Government has worked with global academic and industrial leaders to identify areas of scientific and research potential which could address the seven identified healthcare missions in the \u2018Life Sciences Vision\u2019. The respiratory mission aims to reduce pressure on the National Health Service and improve clinical outcomes, treatment and diagnosis.<\/p>

Detailed implementation plans are being developed to deliver the Life Sciences Vision. While NHS England does not hold data on the effectiveness of all exome sequencing tests, the Rapid Whole Exome Sequencing Service for acutely unwell children was launched in 2019 has provided or confirmed a diagnosis for approximately 45% of children tested via this service. The Government has decided not to procure Evusheld for prevention through emergency routes at this time. This is a decision based on independent clinical advice by the multi-agency RAPID C-19 and a national expert policy working group, which considered a range of evidence, including clinical trial data, in vitro analysis and emerging observational studies. It concluded that there is currently insufficient evidence of benefit to recommend deployment at this time. \u202fThe Chief Medical Officer for England is content that the correct process for providing clinical advice has been followed and agrees that it should now be referred to the National Institute for Health and Care Excellence for further evaluation.<\/p>

The Department wrote to patient groups on 5 September 2022 with information on this decision and evidence considered. The General Medical Council (GMC) is the independent regulator of all medical doctors\u202fpractising\u202fin the United Kingdom which\u202fsets and enforces the standards all doctors must adhere to.
