The NHS Long Term Plan, published in January 2019, made a clear commitment to the future of general practice, with primary and community care set to receive at least £4.5 billion more a year by 2023/24, in real terms.<\/p>

Evening and weekend general practice appointments are routinely available across the country to enable patients to find appointments at a time convenient to them, with millions of patients having already benefitted from this.<\/p>

Buckinghamshire Clinical Commissioning Group (CCG) advises that a key focus in the Buckinghamshire, Oxfordshire and Berkshire West (BOB) integrated care system plan submission for delivering the objectives of the Long Term Plan is providing access to services closer to home for residents. Irrespective of where residents live in Buckinghamshire, every patient with an urgent care need will be able to access same-day primary care (in or out of hours). This will not necessarily be face-to-face and with a general practitioner (GP), but could be online with advice, telephone consultations and with other members of the primary care team. Work is already underway to deliver technological solutions, such as online consultations, in 2019/20. Improved access and seven-day working have been in place since October 2018 across BOB, offering routine appointments in the evening and at weekends.<\/p>

Over 150 sustainability and transformation partnership schemes have been awarded around £2.4 billion of capital funding since July 2017 to modernise and transform the National Health Service\u2019s buildings and services. On 5 August 2019, the Government announced a further £1.8 billion increase to NHS capital spending, of which £850 million is funding to allow 20 new hospital upgrades to start as soon as possible.<\/p>

On 29 September the Government announced the next stage of its strategic investment in the NHS; the Health Infrastructure Plan (HIP). The plan strategy document was published on 30 September 2019 and will deliver a long-term, rolling five-year programme of investment in health infrastructure. This will ensure that health infrastructure is fit-for-purpose for decades to come. The package of funding for 40 new hospitals includes:<\/p>

- £2.7 billion for six new hospital projects to be delivered in our first phase of major hospital rebuilds (HIP1); and<\/p>

- £100 million to give the go-ahead to 21 major projects, covering 34 hospitals to go to the next stage of developing their plans, to be delivered in the second phase of major hospital rebuilds, subject to business case approval.<\/p>

The law was changed on 1 November 2018 to allow clinicians on the General Medical Council\u2019s \u2018Specialist Register\u2019 to prescribe cannabis-based products for medicinal use, where clinically appropriate and in the best interest of patients. The Government has been clear that decisions on whether to prescribe these products must remain a clinical one.<\/p>

<\/p>

Following a meeting in Parliament with the families of patients seeking access to medicinal cannabis, my Rt. hon. Friend the Secretary of State for Health and Social Care asked NHS England and NHS Improvement to undertake a rapid process review into any barriers to prescribing on the National Health Service, where clinically appropriate. The review report is now published and the Department is working closely with NHS England and NHS Improvement and other delivery partners to implement the report\u2019s recommendations. This includes promoting more high-quality research through the publicly funded National Institute for Health Research to develop the evidence base and exploring alternative studies to help children and young adults with treatment resistance epilepsy who are currently receiving cannabis-based medicines. We have also contacted all producers of cannabis-based products, known to have an interest in supplying the United Kingdom market, to encourage and support research applications to develop the evidence base further.<\/p>

The Department has not had any recent discussions with local health trusts on the prevalence of community hospital services.<\/p>

NHS England has placed community services at the forefront of the NHS Long Term Plan and are committed to supporting vital community services to grow and flourish. Pitney Bowes machines are not connected to National Health Service networks and therefore no effect has been seen to any NHS equipment. We are aware that East Lancashire Hospitals NHS Trust\u2019s franking machines were affected and contingency plans were immediately actioned. This resulted in the Clinical Commissioning Group and a few other local companies franking the mail for the hospital in order to ensure patients received their letters.<\/p>

Both East Lancashire Clinical Commissioning Group and East Lancashire Hospitals NHS Trust have confirmed that there was no impact to the provision of care as a result of the recent malware attack.<\/p>

The Shaping a Healthier Future (SaHF) bid proposed the reconfiguration of acute hospitals across outer north west London, together with investment in out of hospital hubs and primary care. The programme would have included moving services between acute providers to downgrade Ealing and Charing Cross Hospitals from major to local hospitals with a reduction in their accident and emergency (A&E) facilities. This will not now take place.<\/p>

The Department has made it clear to NHS England and NHS Improvement that service change must be strongly aligned with the content of the NHS Long Term Plan, and this was a central element of the decision to withdraw support from aspects of Shaping a Healthier Future.<\/p>

Local commissioners agreed to draw the SaHF programme to a conclusion, and NHS England and NHS Improvement are continuing to work with the local National Health Service to develop service plans to improve health and care, in particular continuing to develop community services in line with the NHS Long Term Plan.<\/p>

The basis of the decision to withdraw support was made clear in my Rt. hon. Friend the Secretary of State for Health and Social Care\u2019s announcement on 26 March.<\/p>
