NHS England updated existing guidance for managing conflicts of interest in December 2014, when NHS England issued revised statutory guidance, which prescribed stronger assurance measures in light of the development of primary care co-commissioning. This came into force from April 2015.

In light of comments from stakeholders and the recent National Audit Office report “Managing conflicts of interest in NHS Clinical Commissioning Groups”, as well as findings from the audit of the management of conflict of interest that was undertaken in the autumn by NHS England’s internal auditors, NHS England is in the process of further updating this statutory guidance.

NHS England has engaged with NHS Clinical Commissioners in respect of conflicts of interest in the commissioning of services by clinical commissioning groups (CCGs) to positive effect.

It has also engaged with around 80% of the Audit chairs for the CCGs- the feedback and discussion received on behalf of both these groups will feed into the Revised Statutory Guidance which will be published and discussed at the next NHS England board meeting on 31 March. This will launch the official public consultation (which will also take into consideration views from British Medical Journal and Monitor).

The final guidance will then be presented to the May NHS England board meeting and will be published on the NHS England website.

In 2013, five research licences were granted, all of which had ethical approval in place. In 2014, seven licences were granted, all of which had ethical approval in place. In 2015, one of the 15 licences granted did not have ethical approval in place and a condition was therefore placed on the licence that licensed research could not proceed until such approval was in place.

    The Joint Committee on Vaccination and Immunisation (JCVI) finalised its recommendations on the routine use of the meningococcal B vaccine Bexsero® at a meeting in February 2014. The JCVI published a final position statement on Meningococcal B vaccination in March 2014, which can be accessed at:

    The Meningococcal B vaccination was introduced from 1 September 2015 for those babies who are due to receive their primary immunisations starting at two months of age on or after 1 September 2015 (i.e. those born on or after 1 July 2015), with a one-off catch-up programme for those infants born from 1 May 2015 to 30 June 2015.

    The JCVI keeps all vaccination programmes under review and considers new evidence as it becomes available. The JCVI most recently received an update on the meningococcal B vaccination programme at the February 2016 meeting of the Committee, however, at this stage it is too early to fully assess the impact of the programme. The minutes of the February JCVI meeting will be published on March 16 2016.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3918", "label" : {"_value" : "Biography information for Jane Ellison"} } , "answeringMemberConstituency" : {"_value" : "Battersea"} , "answeringMemberPrinted" : {"_value" : "Jane Ellison"} , "dateOfAnswer" : {"_value" : "2016-03-07", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2016-03-07T16:55:01.75Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health"} , "answeringDeptSortName" : {"_value" : "Health"} , "date" : {"_value" : "2016-03-02", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Meningitis: Vaccination"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health, when the Joint Committee on Vaccination and Immunisation plans to start its review on the use of Bexsero meningococcal B vaccine in the UK.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1506", "label" : {"_value" : "Biography information for Andrew Gwynne"} } , "tablingMemberConstituency" : {"_value" : "Denton and Reddish"} , "tablingMemberPrinted" : [{"_value" : "Andrew Gwynne"} ], "uin" : "29451"} ], "itemsPerPage" : 10, "next" : "http://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&max-ddpModified.=2016-03-02T23%3A11%3A41.801Z&AnsweringBody.=Department+of+Health", "page" : 0, "startIndex" : 1, "totalResults" : 11321, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
