Taxis and private hire vehicles (PHVs) provide a vital service for many disabled people. The Department and the Maritime and Coastguard Agency, played an active role in the development of the Guidelines for the use of scrubbing technology at both European and international level. Ships’ installed scrubbers must be approved in accordance with the Guidelines before operating in UK waters.

Along with other European States, we recognise that more ship owners are installing these systems in order to comply with the 0.5% sulphur cap, and that large numbers of ships using scrubbers in enclosed waters might have an impact on local water quality. This is why we have asked for more evidence from ship owners and industry associations about the content of wash water, and there are a number of ongoing studies being undertaken by the industry on the issue. At this stage, we are not aware of any significant issues which have been found, but we will seek further amendments to the IMO Guidelines if it becomes clear that additional controls are needed.

(1) Only ORR’s Glasgow office uses natural gas. The landlord does not provide an individual usage figure as ORR is one of many tenants.

(2) The figures include consumption by the British Transport Police Authority and the British Transport Police as separate figures are not readily available.

(3) These figures include estimates where direct meter readings were not available

(4) London and Continental Railway (LCR) occupies space at One Kemble Street under a Memorandum of Terms of Occupation (MOTO) from the Government Legal Department (GLD). As part of the MOTO arrangements GLD recovers a service charge from LCR. This includes electricity and gas, but the costs and quantum used are not identifiable on an individual basis.

(5) Electricity figures include roads lighting and other infrastructure assets throughout the Strategic Road Network.

(6) The Marine Accident Investigation Branch (MAIB) is located in Spring Place, Southampton. This building is owned by the Department for Transport and managed by the Maritime and Coastguard Agency (MCA). Utility supplies to the building are not separated out by organisation. Approximately 20% of the energy consumption for Spring Place is attributable to MAIB. The figure shown for MCA (which includes other buildings) therefore includes a proportion that could be attributed to MAIB.

The arrangements governing the release of Driver and Vehicle Licensing Agency (DVLA) data aim to strike a balance between protecting personal data and allowing vehicle keepers to be contacted by those with a legitimate need to do so.

The law allows the DVLA to release vehicle keeper details to third parties who can demonstrate that they have a reasonable cause to receive it. The DVLA operates a range of safeguards to protect personal data and to ensure it is used appropriately, including regular audits.

The fees levied for the release of data are intended to recover the full cost of providing the information, so that the DVLA neither profits at the expense of customers nor makes a loss which taxpayers must then subsidise.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3991", "label" : {"_value" : "Biography information for Jesse Norman"} } , "answeringMemberConstituency" : {"_value" : "Hereford and South Herefordshire"} , "answeringMemberPrinted" : {"_value" : "Jesse Norman"} , "dateOfAnswer" : {"_value" : "2018-11-12", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-11-12T14:35:04.29Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2018-11-06", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Driver and Vehicle Licensing Agency: Data Protection"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Transport, if his Department will make an assessment of the merits of allowing the Driver and Vehicle Licensing Agency to sell personal data to third parties; and if he will make a statement.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4488", "label" : {"_value" : "Biography information for Martyn Day"} } , "tablingMemberConstituency" : {"_value" : "Linlithgow and East Falkirk"} , "tablingMemberPrinted" : [{"_value" : "Martyn Day"} ], "uin" : "188879"} , {"_about" : "http://data.parliament.uk/resources/1002604", "AnsweringBody" : [{"_value" : "Department for Transport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1002604/answer", "answerText" : {"_value" : "

The Driver and Vehicle Licensing Agency (DVLA) neither promotes the release of personal data, nor does the DVLA seek to release personal data to generate a fee/revenue.

DVLA responds, as required, to each request for vehicle and driver data and while DVLA is permitted to charge a fee for the release of information under the reasonable cause provisions, DVLA is not permitted to profit from the release. The fee set is to recover the related administrative costs and this means that it is the applicant and not the taxpayer that funds this activity.

Total fees recognised by DVLA from charges for requests for vehicle and driver personal data for the most recent financial year available, is:
