The core scheme of Gospel Oak to Barking electrification has now completed GRIP 3. Network Rail is working with stakeholders to deliver completion of works (GRIP 7) by June 2017 for this section. We have not estimated the cost of constructing a link road to Leeds Bradford International Airport as this would be a local road and the relevant local authority would be responsible for developing a scheme proposal. The Government sponsored study into improving connectivity to Leeds Bradford International Airport used an estimate provided by Leeds City Council of £38m in 2012 prices.<\/p>

The Aviation Policy Framework published in March 2013 makes clear that developers should pay the costs of upgrading transport links where there is a need to cope with increased passenger numbers, but that a public funding contribution will be considered if the scheme has a wider range of beneficiaries. The relevant local authorities would therefore be responsible for assembling a funding package for a link road, in partnership with developers and other local stakeholders. Local Growth Funding could be used to provide a public sector contribution, and the West Yorkshire Combined Authority is being provided with a contribution of up to £781m towards the West Yorkshire Plus Transport Fund between 2015/15 and 2034/35. The Fund has been set up to deliver transport improvements across West Yorkshire and York.<\/p>

The Government are aware that some aircraft are unable to follow accurately the long established easterly Compton Noise Preferential Route at Heathrow. In addition I can confirm that we understand that passengers are concerned about the cost of rail fares. That is why we have capped regulated fare increases at RPI for the past two years and will continue to do so for the lifetime of this Parliament. This has resulted in wages rising faster than fares for the first time since 2002. We have also reduced the non-cumulative flex from 5 per cent introduced by Labour to 0 per cent in 2015.  We will continue this policy for the lifetime of this Parliament.<\/p>

Network Rail is responsible for planning and delivering maintenance and renewals volumes in order to ensure a safe, reliable and efficient railway. In doing so it is monitored by the Office of Rail and Road (ORR), the health and safety regulator for the railway, which in its latest Health and Safety Report (published 21 July 2015) highlighted that Britain\u2019s railways are now the safest in Europe, but warned that the industry cannot become complacent. In June 2015, ORR, reviewing Network Rail\u2019s plans for the remainder of 2015-16, noted to the Department for Transport that whilst the current safety performance of the network is good, Network Rail had not been successful in delivering all of its maintenance and renewals volumes so far in Control Period 5 (CP5). Network Rail is currently in the process of updating its Delivery Plan for CP5 and ORR will feed into that process its comments on the safety, sustainability and efficiency of the revised plan.<\/p>

The periodic review 2013 settlement set the outputs and the funding requirement for Control Period 5 that Network Rail is required to deliver to. The Secretary of State has overall responsibility for administering two of Network Rail\u2019s sources of cash: the network grant for England and Wales, which is set in line with the funding requirements set by the periodic review settlement, and the loan agreement signed on 4 July 2014.
