To help reduce waiting times for paper applications, the DVLA has introduced additional online services, recruited more staff, increased overtime working and has secured extra office space in Swansea and Birmingham. The DVLA has reconfigured its accommodation to safely maximise the number of staff on site and is working hard to process paper applications as quickly as possible.<\/p>
<\/p>
Together with the ending of industrial action at the DVLA, these measures are having a positive impact. In particular, the focus on vocational driving licence applications to support the HGV driver shortage has been successful with routine vocational applications now being processed within normal turnaround times of five working days. The remaining queues are reducing, and customers will continue to see an improving picture in terms of turnaround times.<\/p>

The control of pigeons at stations is a matter for the Train Operating Company or Network Rail where they manage the station.<\/p>

At York Railway Station, LNER has invested in a number of measures to reduce the number of pigeons, as they cause public and staff safety issues. Details of the numbers of temporary work visas granted for HGV drivers in food distribution will be published in the usual way via the Home Office\u2019s quarterly immigration statistics.<\/p>
<\/p>
On 1 October, the Home Office stood up at pace an emergency arrangement for HGV drivers in the fuels supply sector. This arrangement permitted fully licenced and qualified drivers, identified by the fuel transport sector and endorsed by the Department of Business, Energy and Industrial Strategy, to take up employment in the UK on a temporary basis.<\/p>
This arrangement has formed part of a wider response. The Government has implemented 32 different actions to promote jobs, training, and a range of other initiatives to get more people into HGV driving.<\/p>"}

The design of the temporary drivers\u2019 hours extensions guard against mental and physical health effects. Drivers\u2019 hours rules have been amended temporarily in two respects. Firstly, compensatory rest must be taken when weekly rest patterns are changed. Secondly, and alternatively, limited additional driving is permitted two days a week, but total permitted hours for the whole week and fortnight remain the same.<\/p>
<\/p>
Drivers continue to be bound by the sector specific working time rules, which ensure that drivers are not working continually long hours, even when operating under a relaxation to the drivers\u2019 hours rules. The Department\u2019s published guidance states that the practical implementation of the temporary relaxation should be through agreement between employers, employees, and driver representatives.<\/p>"}
