The Government does not require London Heathrow Airport to use facial recognition technology for security checks. London Heathrow Airport has taken a commercial decision to use biometrics to streamline the passenger journey through the airport, however this use of biometrics does not change the security checks that are required to be in place. There are currently no regulations or standards for using facial recognition technology, however airports and other bodies do need to adhere to data protection regulations. The Department for Transport (DfT) is responsible for the long-term management of the wreck, but works closely with the Ministry of Defence (MoD) and Maritime & Coastguard Agency (MCA) to monitor its condition.

The management of the SS Richard Montgomery is a key priority for DfT. The MCA undertakes regular surveys of the wreck to monitor its condition and inform management policy.

The regular survey reports of the SSRM are available on the Government’s website. These include an assessment of the wreck’s condition, and note that approximately 1400 tons (Net Explosive Quantity) of munitions remain in the forward section of the wreck. The next survey report will be published later this year.

The response to HL13981 simply reflects the fact that the Hon Member for Pendle, Andrew Stephenson MP, has made strong representations to Ministers about the proposal to reinstate the Colne-Skipton rail link. In response the Secretary of State for Transport has visited Colne twice in the last 12 months in relation to this scheme and so hence he is personally aware of the Hon Member’s commitment to this scheme.

Under the Renewable Transport Fuel Obligation (RTFO) biofuels reported as being made from waste have risen from 12 per cent of total biofuel supply in the first year of the obligation 2008/09, to 66 per cent in 2017/18. In 2017/18 the most widely reported source for biodiesel, by feedstock and country of origin, remained used cooking oil from the UK. (Biofuels Statistics obligation year 10 2017/18 - Report 6).

Last year the Government introduced changes to the RTFO which will almost double the use of renewable fuels from 2018 to 2020. Bio-diesel made from used cooking oil remains eligible for double rewards under the scheme, and will benefit from the increased market for renewable fuels.

Air quality is a national health issue, which this Government takes very seriously. This is why the Government recently published the Clean Air Strategy, which includes new measures and funding to cut pollution and save lives.

Public Health England is responsible for collecting data to better understand public health challenges. This data is publically available via the Public Health Outcomes Framework for England portal,[1] which includes an indicator for air pollution expressed as the fraction of adult mortality attributable to long-term exposure to human-made particulate air pollution. The most recent published estimates available are for 2017. These show 6.4% for Hounslow, which is lower than the London average of 6.5%.

The estimates do not cite a specific cause of death of any individual, but reflect an equivalency which is used to assess the impacts of particulate air pollution contributing to death.

With regard to Heathrow expansion, the Airports National Policy Statement is clear that development consent would not be granted if the Secretary of State for Transport is not satisfied that the scheme would be compatible with legal obligations on air quality.

As part of the development consent process, an applicant is required to undertake a detailed assessment of the air quality effects of the scheme, including during construction, and to put forward to the Planning Inspectorate an appropriate package of mitigations where necessary to ensure compliance with air quality obligations. The applicant is also required to produce a detailed Health Impacts Assessment to set out the scheme’s impacts on public health, including from worse air quality.

The Marine Accident Investigation Branch (MAIB) undertakes rigorous investigations into accidents and incidents to ensure that the causes can be understood and lessons learned.

There have been a number of accidents involving fatalities, and multiple fatalities, within the maritime sector. MAIB has issued a number of Safety Bulletins following these incidents (2/2008, 3/2014 and 4/2018) highlighting the risks.

The reasons for these accidents have generally been attributed to:
